Christian Aid in a consortium with 5 other agencies (CAFOD, ACTION AID, TEAR FUND, OXFAM) have been implementing Shifting the power project. 

A 3year project that seeks to achieve more effective and accountable delivery of humanitarian assistance to disaster affected communities. 

The project mainly strengthens the role of local organizations through improved capacity of LNGOs and NNGOs in humanitarian response, strengthening their role in humanitarian networks and platforms, influencing International humanitarian actors to promote the role of local actors and generate/document learning of good practices. 

Christian Aid implements Shifting the Power Project in Marsabit and Isiolo Counties through two local humanitarian partners- (Pastoralist Community Initiatives and Development Assistance- PACIDA, Anglican Development Services- Mt.Kenya East- ADS MKE) .

On strengthening the role of local actors in humanitarian networks at the county level Christian Aid and PACIDA in collaboration with other actors, have been engaging in the Disaster Management policy development process for Marsabit county. 

Through supporting public participation and awareness creation on the policy document at community level. 

The policy document pends final approval at the county and CA,PACIDA,MIONET intend to bring together stakeholders who have been involved in the development process to take stock of the process and brief on the progress thus far including action planning on the way forward in terms of final legislation and key priority areas for community lobbying of the county government in prevention of disaster losses going forward.

The Director of Women’s Empowerment and Transformational Change will oversee projects in Kenya to ensure high quality implementation, compliance with donor and contract requirements and best practices. 

Therefore, the Directorof Women’s Empowerment and Transformational Change must also ensure that systems and people are in place for effective management and efficient implementation of projects and programmes to meet objectives and timelines .

The Directorof Women’s Empowerment and Transformational Change works closely with, and is supported by the International Operations Unit and Internatioal Program units at CARE Canada and will collaborate with teams in CARE Somalia and the East-Central-Southern Africa Regional Office in Nairobi as well as with interested CARE International members (CARE UK, CARE USA units, CARE Deutschland, CARE Austria, and others).

Responsibilities and Tasks

1. Transformational Change Leadership

  • Ensure that transformational change principles are enacted and that the appropriate systems and processes are set up for successful transformation to take place.
  • Identify areas of strategic transformational change, map out planning and ensure programmatic road maps are aligned to transformational change needs.
  • Ensure appropriate levels of oversight, communication and leadership are in place to create a successful change outcome.

  • Ensure systems and plans are in place to guarantee that country office programs/projects are designed and implemented based on sound analysis, address the underlying causes of poverty and achieve measurable positive impact on the poor and marginalized and gender equality.

  • Put systems in place so that program lessons are being used to promote improved programming and learning. Ensure that monitoring and evaluation systems enhance accountability of the country office vis-a-vis the communities with whom we work as well as other stakeholders (civil society, donors and government counterparts).
  • Support the Director of Humanitarian Response in the development of gender-in- emergency tools and capacity in humanitarian response.
  • Work with the CD and Director of Humanitarian Response to oversee the development and implementation of a country office advocacy agenda that supports CO programs and contributes to country office and CARE International priorities.
  • Ensure that HIV and AIDS is mainstreamed in all activities.
  • Ensure gender equality issues are properly considered and addressed in all programs/projects.

3. Programme Management

  • Ensure that CARE programmes and projects are managed in a manner which achieves stated goals and objectives, are in line with CARE policies and procedures and donor rules and regulations, and demonstrate sound resource management.
  • Ensure that qualified staff and appropriate policies, procedures and systems are place to properly manage CARE’s programs/projects.
  • Monitor the country office development programs and projects to ensure that they are implemented in a professional manner in line with the project proposal and with donor rules and regulations through project visits and the review of annual implementation plans and activity reports.
  • With support from the Internal Audit and Quality Assurance, ensure proper management of financial and other resources entrusted to CARE’s programmes and projects, including the review and approval of program/project budgets (including project matches) and the monitoring of budget reports (including the proper recording of matches).
  • Ensure donor and government reporting is done according to agreed upon standards and in a timely manner.
  • Work closely with units in Programme Support (finance, procurement, HR, Fleet, logistics etc.) to ensure proper coordination exists for efficient programme implementation, monitoring and reporting.
  • Ensure strong commodity management, and accountability where applicable.
  • Regularly review and ensure that the most efficient program management structure is established and functional in order to ensure program quality and the cost efficient achievement of project objectives.

4. Reflective Practice and Learning

  • Ensure that the country office development program remains dynamic, with opportunities for innovation and personal growth by promoting a culture of, and mechanisms for, reflective practice and learning at all levels.
  • Establish mechanisms for knowledge sharing and learning between projects and programs within the country office and with parties beyond the country office.
  • Establish a reward system and model a culture that recognizes and supports innovation, risk taking and learning.
  • Ensure that the country office actively participates in organization wide and regional learning initiatives related to CARE’s priority program themes and approaches.
  • Ensure that lessons learned are consolidated and used to inform ongoing and future practices.

5. Program Strategy

  • Lead the preparation and implementation of the overall country office Programme Strategy in line with the country office’s Long Range Strategic Plan, national development plans, CARE Canada and CARE International strategic plans, and CARE programming principles and programming priorities.
  • Lead the preparation of programme strategies based on sound contextual analysis and that target specific underlying causes of poverty and social injustice, in line with CARE’s Unifying Framework.
  • Ensure that all programs and projects designed and implemented by the country office are in line with those programme strategies and contribute to achieving the objectives of the country office strategic plan.
  • Seek strategic partnerships necessary to promote CARE’s vision and programming principles and ensure that those partners understand the country offices programme strategies.

6. External Relations and Partnerships 

  • Develop and enhance relationships between the country officeand other parts of CARE and external organizations so that CARE can maximize its impact on poverty and social justice.
  • Establish and maintain good relationships with relevant – counterparts/departments of the government, CARE International members, the locally-represented multi/bi-lateral donors, foundations, international and national NGOs, CBOs and other civil society organizations.
  • Identify issues to be addressed to heighten donor and government accountability and maintain a positive image and good visibility for CARE amongst these groups.
  • Support and work effectively in coalitions, networks and social movements.
  • Contribute to national dialogue on poverty reduction strategies and related issues.
  • Ensure timely reporting and communications with CARE International members, donors, government and other key actors.
  • Ensure cordial media relations and act as CARE spokesperson as required.

Problem Solving: The Director is one of the senior CARE representatives in Kenya and as such is responsible for problem solving at a variety of levels. 

S/he will need to be able to analyze and resolve situations as they arise on a variety of subjects ranging from personnel management and programming decisions, to issues related to project participants, government, donors, and CARE member partner relations.

Manga artist/Illustrator

We are looking for a talented Illustrator to create original pieces of artwork for print and digital publications. Candidates for our artist/illustrator position must be familiar with the Manga style of drawing, as that is our primary market. For this role, you will take part in the telling of stories by collaborating with other illustrators and writers to create character sketches which must be consistent in each illustration and match the background and story of the character.
