Pursuant to Section 73(5) and 155(5) of the Public Finance Management Act, 2012 and regulation 167(1) and (4) of the Public Finance Management Regulation 2015, a County Government entity, in which case a County Assembly is such an entity is required to establish an internal auditing committee whose composition and functions are prescribed by the said regulations.
 

 

The Audit Committee’s mandate is to support the County Assembly on issues of risk assessment and assurance, control and governance among other responsibilities.
 

The County Assembly of Trans Nzoia therefore invites applications from suitably qualified Persons for the positions of:

Chairperson (One Position) and Members if the County Assembly Audit Committee (Four Positions)

Requirements
 

To be appointed as a Chairperson/Member of the Audit Committee, a person should hold a degree from a university recognized in Kenya and have knowledge and experience of not less than Ten (10) years in any of the following fields:
 

i. Accounting / Auditing / Finance, 

ii. Economics,
 

iii. Security / Risk Management. 

iv. Law.
 

Other requirements
 

Chairperson/Member of the Audit committee shall,
 

i. Have a good understanding of County Government operations, financial management and reporting or auditing;
 

ii. Have a good understanding of the objects, principles and functions of the County Assembly;
 

iii. Meet the requirements of Chapter Six of the Constitution and,
 

iv. Be a registered member of a professional body in good standing.
 

Note
 

i. Chairperson/Member of the Audit committee shall serve on a part time basis for a period of three years and shall be eligible for reappointment for a further one term only.
 

ii. The allowances payable to the member of the Audit Committee shall be determined by the Salaries and Remuneration Commission.
 

iii. A person shall not be qualified for appointment as a member of the Audit Committee if the person;
 

a. Is a past or present employee of the County Assembly of Trans Nzoia;
 

b. Has been an employee or an agent of a business organization which has carried out any business with the County Assembly of Trans Nzoia for the last two years; or
 

c. Is a political office holder.

Application Process
 

i. The applicants should attach copies of current clearance certificates from CID, HELB, KRA, EACC and CRB to their application.
 

ii. Application in a sealed envelope together with a detailed Curriculum Vitae, Copies of academic and professional certificates, national identity card, testimonials, clearance and any other relevant supporting documents, clearly marked Chairperson/Member Audit Committee, should be addressed to;
