Consultancy for Feasibility and Detailed Study for Natira-Ateni Irrigation Project

Inquiry for Bids (IFB)

Natira-Ateni Irrigation Project has received a planning grant from the United States African Development Foundation (USADF) towards its Irrigation planning; the group now seeks Inquiry for Bids from reputable consultancy firms to provide the technical assistance in baselines survey, feasibility and detailed irrigation system design.

Natira-Ateni Irrigation Project is located in Turkana County which is mainly a semi arid zone of Kenya.

The purpose of this study is to formulate the various irrigation methods which may be used to irrigate Natiira while clearly indicating the advantage and disadvantages of each irrigation method.

Further, the Consultant will then identify the most appropriate option(s) to be recommended for irrigation water sourcing and construction.

The bidding documents including design reports and drawing will then be prepared culminating into tendering for the construction and ultimately the project implementation.

It’s envisaged that once the implementation of this project is complete, it will lead to the development of an Irrigation enterprise for this vulnerable group as income generation project and ultimately result into the improvement of their Socio-economic status.

Scope of Consultancy

  • Carrying out hydro-geological surveys to assess the water resource in terms of availability and reliability and preparation of hydro-geological report admissible by WARMA.
  • Undertake topographic land survey and mapping (put beacons) and produce maps;
  • Conduct soil survey in both the current and proposed sites to determine the type of soils available in the area and establish suitable crops and nutrients requirements in such soils;
  • Conduct agronomic survey to establish ideal crops and also the high value crops that can do well on the land;
  • Conduct market survey to determine the met and unmet market demand for a variety of  crops and market prices;
  • Identify and recommend the best water source, irrigation technology and irrigation practices.
  • Prepare Bill of Quantities (BoQ) and cost proposals for the various irrigation technologies applicable and water sources options;
  • Carrying out proposed site’s Environmental Impact Assessment (EIA) and preparation of Environmental Impact Assessment report.
  • Prepare a budget and budget narrative, market analysis, irrigation technology analysis that should include water sources and pro and cons of each and design drawings, financial analysis and work plan detailing all activities to be implemented to set-up the irrigation project.
5. Deliverables:

The consultant will deliver to Natiira the following products:

  1. The baseline and feasibility study reports. The various irrigation development options will be well elaborated;
  2. Hydro geological and hydrological study report admissible by WARMA detailing water resource availability and reliability detailing borehole and shallow wells drilling points.
  3. Rain water harvesting report detailing various rain water harvesting methods with advantages and disadvantages of each method and designs of the method of choice for Natiira irrigation project.
  4. Design report on the different possible irrigation technologies and the most appropriate technology that Natiira irrigation project can use for improved productivity;
  5. Detailed scaled topographical survey maps including profiles and layouts maps;
  6. Detailed report on the best agronomic practises on ideal crops and also the high value crops that can do well on the land and prepare a financial projection and market analysis on crops of choice.
  7. Detailed engineering design and drawings for the recommended irrigation and rain water harvesting technology of choice for Natira irrigation project.
  8. Environmental impact assessment report (EIA) for the site admissible by NEMA.
  9. Detailed Bills of Quantities and Cost estimates for recommended irrigation and rain water harvesting technology of choice for Natiira irrigation project.
  10. Tender Documents; and
  11. Prepare a budget and budget narrative and work plan detailing all activities to be implemented to set-up the irrigation project.
7. Technical and Financial Proposals:

Consultancy Firms are advised to send separate technical and financial proposals (currency; Kenya shillings) for this assignment. 

Consultants not disclosing full information in the proposals will be considered non-responsive and their proposals rejected. 

Consultancy firms must provide detailed CVs of all technical team members to undertake specific elements of the assignment with a confirmation that they will not change those individuals.

8. Evaluation Documents:

Consultancy firms should submit copies of the following MANDATORY VALID documents which shall be used as criteria for evaluation:

  1. Certificate of Incorporation;
  2. Valid Business Permit;
  3. Copy of Valid Tax Compliance certificate;
  4. Registration/ Accreditation certificates by the line professional bodies for the key staffs where applicable e.g. EIA expert – NEMA, Irrigation Engineer-Engineers Board of Kenya etc.
  5. Evidence of previous consultancy work of similar nature, full address and telephone contact of persons of major clients served with similar works.
  6. Completion certificates of previously completed consultancy works in (e) above.
  7. Qualification and experience of key staffs (attach curriculum vitae). The key staff are;
  • Land and Water resource expert
  • Irrigation Engineer;
  • Environmental assessment Expert;
  • Hydrogeologist;
  • Hydrologist;
  • Agronomist/Agriculturalist;
  • Agro-economist;
10. Technical and Financial Proposals (Quotations) must be delivered via email to the address below not later than 5.00PM on 13th December 2017
