Comprehensive Assistance, Support and Empowerment of OVC (CASE-OVC) in Central, Eastern and Part of Rift Valley Baseline Survey

Background: The recently USAID awarded Comprehensive Assistance, Support and Empowerment of OVC (CASE-OVC) project aims to reach 170,000 OVC over 5 years in 18 counties of Central, Eastern and parts of Rift Valley with interventions that improve their welfare and protection, contributing to making children and adolescents AIDS free, healthy, safe, stable and schooled. 

To achieve this the project will ensure that children affected by HIV/AIDS are resilient and thriving within their households and communities through achievement of three sub-purposes. 

First, CASE-OVC aims at improving the health and social status of OVC and their families; secondly, it aims to enhance economic status, economic resilience, and care giving and protection capacity of OVC households and caregivers contributing to prevention goals especially for adolescent girls and support access to and retention in treatment especially for pediatrics; and thirdly, it aims to strengthen formal and informal protection systems improving their responsiveness, inclusiveness and accountability to the OVC, their households/caregivers, and their needs. 

Activities in CASE-OVC will aim to meet short term needs as well as invest in building capacities of households, communities and wider systems to provide an enabling environment for them to thrive and be resilient to risks they face in the long term. 

To ascertain the status of key indicators outlined in the project monitoring and evaluation (M&E) plan on OVC households and caregivers, a baseline survey is needed.

Scope and objective of the Baseline Survey: The purpose of the baseline survey is to establish and document the state of the relevant program indicators on the health and socioeconomic status of OVC households and their caregivers prior to CASE-OVC implementation, and establish the graduation readiness of OVC households in the project.

The baseline survey will identify key gaps that exist in OVC service delivery at the community level and key issues for programmatic focus & interventions to facilitate the achievement of project goal. 

The findings will provide the evidence base for the CASE-OVC implementation process, informing strategic adjustments, modifications and re-alignment of interventions where necessary to improve project relevance, contextual appropriateness and effectiveness. 

Baseline results will also form the basis for developing the CASE-OVC learning agenda, identification and prioritization of operational research/implementation science questions.
