BACKGROUND: THIS IS A LOCAL POSITION OPEN TO KENYAN NATIONALS OR PERMANENT RESIDENCE OF KENYA ONLY.

The IUCN Eastern and Southern Africa Regional Office (ESARO) operates in twenty-four countries in the Horn of Africa, East Africa, Southern Africa and the Western Indian Ocean. 

The ESARO region is extremely rich in biodiversity with high number of endemic species and the largest remaining populations of iconic wildlife left on the continent. 

ESARO’s Programme focuses on biodiversity conservation through a diverse portfolio of projects and programmatic initiatives ranging from activities at the level of individual protected areas to shaping regional policy on biodiversity conservation. 

ESARO defines and delivers on its programmatic priorities in collaboration with IUCN members, commissions and other strategic partners.

GENERAL SCOPE: The Regional Monitoring and Evaluation Officer (M&E Officer) will support the monitoring and evaluation of the Coastal Resilience to Climate Change initiative (CRCC) project in Mozambique including country and regional projects in IUCN ESARO. 

S/he will be responsible for overall Monitoring, Evaluation and Learning needs of the CRCC project and will come up with findings based on real data to show performance of the projects.

S/he will play role in promoting of key learnings for the improvement of the project and for wider leaning of the organisation. 

S/he will also support the development and implementation of IUCN ESARO monitoring and evaluation framework.

Main Duties and Responsibilities

  • To supervise regular data collection through implementing partners and ensure quality of the data by random verifications and validations
  • To record, manage and preserve monitoring and evaluation data in a safe and accessible way
  • To analyse and discuss findings based on regular monitoring data
  • Provide technical support on M&E and evidence-based recommendations to the Project Management and Partners.
  • Ensure that implementation of field activities adheres to IUCN’s monitoring and evaluation system
  • Support partners in conducting baseline surveys and other assessments;
  • Participate actively in programme planning process and budgeting of the programme quality and fundraising;
  • Support CRCC team in developing the quarterly and annual reports.
  • Support CRCC team in dealing with any other tasks as may be required

JOB DESCRIPTION
 

1. Monitoring

  • Develop project monitoring plan (PMP) of the projects in line with project scope and consulting with programme team and partners
  • Coordinate with Implementing Partners (IPs) for collecting data against agreed indicators;
  • Providing technical advice for the revision of performance indicators;
  • identifying sources of data, collection methods and resources needed and related cost;
  • Engage with IPs to collect and manage essential data of their respective projects;
  • Ensure quality of data collected by partners;
  • Provide feedback to partners and programme teams on projects’ performance based on monitoring data findings;
  • Assist Finance in building capacity of IPs on Planning, Monitoring and Evaluation (PM&E)

2. Evaluation

  • Assist Programme Coordinator in designing, coordinating and conducting project evaluations (mid-term and end-line);
  • Assist Programme Coordinator in designing and conducting Post Implementation Monitoring Survey (PIMS);
  • Lead the Programme Data Review;
  • Support partners in designing and disseminating research studies by providing relevant input

3. Reporting and Documentation

  • Assist Programme Coordinator in developing progress reports, including quarterly and annual reports;
  • Develop and share field visit reports with Programme Management Unit and relevant partners
  • Develop and maintain project database (with updated information and reports -intranet)

4. Planning

  • Assist the Project Management Unit (PMU) in project planning and budgeting process to develop a good project monitoring plan
  • Assist the PMU in reviewing project plans during the project planning process
  • Ensure quality of data/ statistics in project plans

5. Learning and Sharing

  • Ensure that lessons and experiences from projects and programmatic initiatives emerging from the portfolio are identified, captured and synthesized with a view to sharing knowledge with the IUCN constituency within the region and beyond as well as being systematically deployed in delivery of regional field and policy activities.
  • Development of M&E tools,
  • Lead the trainings in application of M&E tools for staff and partners;
  • Share learning from M&E process with the wider team
  • Support partners in improving learning and sharing mechanisms in their projects
  • Work collaboratively with different programmes in the country and region for strengthening integration and cross-learning in programmes;

REQUIREMENTS

  1. Degree in social sciences, development studies, statistics, economics or related field;
  2. Post-graduate training in Monitoring and Evaluation;
  3. Demonstrated computer skills in Microsoft Office Suite applications
  4. At least seven years work experience in planning processes, performance, management, monitoring and evaluation, capacity building in large governmental or international organization;
  5. Experience in (i) monitoring and evaluating socio ecological and climate change projects; (ii) field data collection and (iii) report writing and presentation;
  6. Skills in (i) Monitoring and evaluation techniques and processes; (ii) Data collection and management; (iii) Analytical and research skills; (iv) Good command over report writing in English;
  7. Excellent knowledge of advanced statistics and research methodology including skills in sampling techniques and use of computer software for statistical and other relevant applications
  8. A solid understanding of the management of cross cutting issues, with a focus on participatory processes, integrated programming, protection and gender issues;
  9. Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages
  10. Excellent verbal and written communication skills in English and Portuguese. A working knowledge of French is an added advantage.
  11. Proven skills in critical thinking, assessment and analysis; strong competency in conceptualizing and designing strategic frameworks;
  12. Excellent interpersonal skills and a strong team player with proven communication and diplomacy with the ability to work effectively with multicultural and multidisciplinary teams with sensitivity and respect for diversity
  13. Sound organizational skills and ability to prioritize and deliver assignments as required and ability to work under pressure to meet tight deadlines;
  14. Excellent relationship management and communication skills with the ability to work in a dynamic team environment

  16. Ability to undertake regular field visits and interact with different stakeholders;
