Job Purpose

The Governance Programme Officer will be a core member of the EU Funded Women Empowerment (Wezesha Jamii) project team and will be responsible for implementing specific components of the project in collaboration with other members and managing the project partners including strengthening their capacity to effectively deliver the project objectives and results. In the course of her or his work, the Governance Programme Officer will establish or strengthen positive relations with and influence the relevant government that include Nairobi City County Government, Nairobi City Water and Sewerage Company, Kenya National Audit Office and the Controller of Budget’s Office and also build or strengthen positive working relationship with Civil Society Organizations that share similar focus with Wezesha Jamii project for synergy towards realization of the project objectives. The Programme Officer will also contribute to resource mobilization for co-financing of the project to ensure that the project is fully resourced.

This role will also contribute to the Governance and Accountability theme when required.

Key Responsibilities

Programme design, implementation and resourcing 30%

• Plans/objectives contribute to the broader country programme strategy and can involve collaboration with other programmes such as the regional office

• Continuously monitor implementation of the project activities including budget tracking and prepare monthly and periodical reports for sharing with Oxfam management, development partners and stakeholders

• Ensure continuous coordination with the MEAL Advisor in documenting the lessons learnt for and their application for adjustments to the project where necessary.

• Work with other Oxfam project staff and partners in raising funds for project co-financing.

• Represent Oxfam in relevant coordination meetings, workshops, forums and some external relationships, especially in supporting and linking private sector, Government and urban youth and women and communicate details of these meetings.

• Support the urban women and youth in creating more market linkage and provide specialist/technical advice or value chain development to partners working with urban youth and women groups.

• Communicate largely with internal programme and partners as well as some external contacts to support operational work

• Perform any other tasks related to the project which may be advised by the management from time to time.

Partnership and coalition building, networking and support 40%

• Managing partner relations and support the partners in delivering the project targets.

• Maintain regular communication and positive relationships with other Oxfam staff, the project target groups and stakeholders.

• Provide technical advice to partners on supporting women and youth groups’ business plan and to seek advice to develop enterprises based on the business plans

• Provide partners with support in creating linkages between youth and women groups with relevant technological, financial, GoK departments for scaling up of their business initiatives

• Link up with private sector, technological institutions, academic institutions and relevant, GoK departments in venturing into new frontiers of innovation to pilot initiatives that scaled up could create sustainable livelihood options for wider reach of poor urban women and youths.

• Provide technical management support to partners

• Coordinate activities with relevant Women’s Rights programme and partner project officers

• Ensure Women’s and youth economic leadership in value chain programmes through market access, skill building, capacity building through partnerships to contribute to get impact on lives of target women and youth in urban areas.

Research, knowledge generation, campaigns and policy influencing 30%

• Implementation of specified components of Wezesha Jamii project that include influencing public policies, budgets and decisions for the benefit of the target women.

• Effectively represent Oxfam in strategic meetings with development partners, the government etc.

• To support governance advocacy organizations at community and national levels galvanisation into coalitions /social movements.

• To link community social movements on good governance themes to respective movements at the national level.

• To link community advocacy social movements on corporate governance and social economic governance to private sector and relevant government ministries.

• To support research, good governance analysis and lobbying on good governance & practice issues, particularly on socio- economic issues.

• Manage consultants and researchers as required, in accordance with Oxfam policy and procedures

Technical Skills, Knowledge and Experience


• Professional/Technical qualifications – a Bachelor Degree in gender, social sciences or governance-related field.

• Demonstrated ability to multi-task between direct programme implementation and partners’ management with positive outcomes.

• Proof of ability to work independently to deliver project outcomes and results as well as any other tasks that may be delegated from time to time.

• Good facilitation and networking skills

• Fund raising donor reporting and budget management skills

• Partnership building skills

• Excellent oral and written communication skills including strong negotiation skills with diverse teams.

• Excellent computer skills particularly in MS Word, Excel and Power Point


• Comprehensive knowledge of the governance, markets and livelihoods sector in Kenya

• Commitment to and good knowledge of working with networks, coalitions and a partnership approach across the spectrum of Oxfam’s work, including innovative approaches to capacity strengthening

• Good knowledge of and experience in developing advocacy and campaign strategies and plans and successfully achieving external impact and change.


• At least 5 years’ progressive experience in designing and implementing development programmes in Kenya.

• Demonstrated experience in influencing public policies and positive practices with positive results to the poor and marginalized groups.

• Demonstrated experience in managing partners including effective oversight and capacity building.

• Demonstrated experience in mobilizing and organizing marginalized communities and groups to influence positive change to their lives.

• Demonstrated experience in working with senior government officials both elected and the executive as well as civil society on diverse programmatic areas such as capacity building, policy enactments and implementation, and budget influencing.

• Demonstrated experience in managing and working with governance consultants which include developing the terms of reference and effective supervision.

• Experience in managing European Union funded programmes
