Purpose of the Position: This position provides leadership and support to all CWS emergency response and Disaster Risk Reduction projects and programs in Kenya and the region. The position is also responsible for leading and maintaining emergency and DRR relationships with key forums including the Government of Kenya National Drought Management Authority, the Kenya and Regional ACT Forum and FEWSNET as well the interface between CWS and the United Nations, particularly UN OCHA, WFP and UNICEF.


The Emergency Response & Disaster Risk Reduction Program Coordinator reports directly to the RDP Director

Specific Responsibilities

  1. Design, coordinate and monitor emergency response and disaster risk reduction programs and needs in affected communities throughout East Africa; use early warning information for adequate preparedness and mobilization of resources including pre-positioning of items as anticipated.
  2. Ensure proposed recovery interventions reflect the benefiting communities’ felt needs and are effectively integrated into ongoing, development activities in project areas
  3. Identify and explore new funding opportunities to expand ER & DRR program/project activities in the East Africa Region
  4. Facilitate rapid appraisal of disaster and emergency situations and provide concise reporting and recommendations for CWS leadership.
  5. Work closely with the RDP Director and Finance Coordinator to track expenses against approved project budget, and develop monthly and quarterly expense projections.
  6. Develop resource and training materials on DRR and Resilient Livelihoods, as requested or required by local partners.
  7. Work together with DM&E Coordinator to design and use monitoring and evaluation tools; conduct field monitoring and data collection visits; analyze data collected; and identify project results and lessons learned.
  8. Prepare written end-of-project report that reflects accomplishments and lessons learned.
  9. Develop and maintain good relationships with all CWS Partners in the region.
  10. Serve as the CWS Africa focal point for the Kenya ACT forum and assist the Regional Representative in managing and supporting the new ACT Alliance Regional Forum.
  11. Participate in AACC and ecumenical meetings, consortiums, and working groups related to emergency and Disaster Risk Reduction planning and response as needed.
  12. In consultation with the Regional Representative and RDP Director, formulate emergency response strategy for CWS and support overall mainstreaming of disaster risk mitigation and adaptation strategies in all CWS programs in consultation with other program staff.
  13. Ensure participation from key stakeholders in the design, implementation and monitoring of CWS supported emergency response and recovery interventions.
  14. Ensure CWS supported emergency response and recovery projects adhere to the conditions stipulated in humanitarian codes (BBR, SPHERE, ICRC Code of Conduct, and ACT Code of Conduct).
  15. Provide guidance and input in Regional Strategy Plan updates.
  16. Promote the positive image of CWS, ensuring visibility and recognition among relevant stakeholders.
  17. Perform other duties that may be assigned by the Regional Representative to enhance an efficient and effective delivery of services and support to our partners.



  • Bachelor’s degree or four (4) year of experience in lieu of a Bachelor’s Degree is required
  • Master’s degree preferred.
  • Key areas of study include emergency management, disaster risk reduction, dryland studies, community development and international relations.


  • 10 years of paid work experience is required.
  • 5 years of direct supervisory experience is required.
  • 5 years’ Experience in Emergency Response and Disaster Risk Reduction project implementation is required.
  • Proposal development skills is required.
  • Extensive knowledge of humanitarian charters and codes of conduct in emergency situations.
  • Proven ability to successfully work with ecumenical partners.
  • Knowledge/experience working with and/or managing public donor funds including USAID, OFDA, DFID, EU and UN advantageous.


  • Familiar with program cycle management approaches and tools – including participatory planning, monitoring and evaluation
  • Good knowledge of approaches to emergency relief and development and humanitarian programs including community resilience building
  • Proven rapid needs assessment skills
  • Networking and alliance building skills
  • Training and facilitation skills
  • Project reporting to medium and major institutional donors including large scale programs
  • Analytical skills of program and institutional factors with cross-functional implications and risk assessment.
  • Data processing using Statistical Package for Social Science (SPSS)

  • Ability to monitor, analyze, consult and report on program services,
  • Develop funding proposals;
  • Take short and long term travel to program sites including difficult workstations;
  • Design, coordinate and implement large scale emergency programming;
  • Maintain strict confidentiality with CWS Africa administrative and operational information;
  • Ability to work with culturally diverse staff and populations and variety of stakeholders and audiences;
  • Ability to work independently as well as to function effectively and collaboratively in a team environment;
  • Take instructions, great attention to details, quality and standards control;

Working Conditions

Physical: This position requires bending, squatting, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.

Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.

Special Requirements

A Certificate of Good Conduct is required before the start of employment. A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Must be legally eligible to work in Kenya. Must have proof of Yellow Fever Vaccination before traveling for CWS Africa. Employee will be entrusted with the receipt, custody and payment of money.
