1.0 Mara Project Background: Mara Division is located in Narok West Sub-County, Narok County, which borders Tanzania in the South. Narok County is among the richest counties in Kenya and classified as one of the fundamental counties for achieving vision 2030 economic pillars. Key contributions are in the tourism sector through the Maasai Mara and the agricultural sector through livestock farming. Mara and Siana wards are the poorest wards, primarily covering the rangelands with low agricultural potential and mainly wildlife area.

2.0: Projects summary: AAH Kenya is implementing a 3-year project (2017- 2019) funded by Bread for the World covering Naikarra, Siana and Ilomtiok Wards. The project’s goal is to contribute to a sustainably improved livelihood of the pastoralist community in Maasai Mara. The objective of the project is improve the livelihood, social and economic participation of target communities in four sub counties in Mara, Naikarra, Siana, Ilomtiok in West Narok. The project objective is achieved through the following components and indicators:

  • Social and economic empowerment
    Indicator: at least 10% of the 300 women in West Narok report that they are more involved in household decision making
  • Strengthening of pastoralist activities
    Indicator: at least 20% of the pastoralist’s members in each cooperative have improved their income
  • Promotion of entrepreneurial competence among youth
    Indicator: at least 50% of 300 women and 100 youth have improved their income by 20%

3.0: Objective of the consultancy: The objective of the assignment is to train and support the project team on data collection, analysis and reporting on REFLECT circles, to train REFLECT Circle facilitators on data management, linking numeracy and literacy to improving household income. Through this consultancy AAH-I seeks to not only strengthen the skills of the project staff to follow up and monitor the project outcome but also to support in reviewing the existing data collection, analysis and presentation tools which seeks to capture both qualitative and quantitative data.

The consultant will also be expected to identify and document lessons learned (including lessons that might improve implementation of project), and make recommendations regarding specific actions that should be taken to achieve the projects goal. The consultancy assignment will be measured based on the indicators of the project’s logical framework.

4.0: Scope of the consultancy: The scope of work for this consultancy includes the following:

  • Familiarize self with the project documents (narrative proposal and log frame), baseline report, project reports etc
  • Review the data collection, analysis and presentation tools in relation to project indicators to ensure that the required information is captured and reported on.
  • Support the team in data collection, entry, analysis, presentation and reporting as per the project objective
  • Participate in trainings and project monitoring activities for the REFLECT activities
  • Support the team to compile reports both narrative and data for women component

5.0 Methodology: The consultant is expected to provide information that is credible, reliable and useful. The task should follow a participatory and consultative approach ensuring close engagement with all project staff. H/she will be expected to participate in field activities to the project areas. In consultation with the project team, H/she should develop a detailed work plan to ensure the consultancy deliverables are met within the time frame.

6.0: Key deliverables: Based on this TOR the consultancy is expected to deliver the following:

  • Detailed simplified data collection tools for the REFLECT Circles and women component as listed under 2.0: “project summary” above
  • Database of all the women components which the project team will update periodically and use the data for monitoring and reporting projects progress towards achievement of the goal.
  • Detailed projects progress report towards achievement of the indicators so far
  • Documentation of observations and lessons learnt during the assignment in relation to the projects indicators

7.0: Duration of the Assignment: The timeframe for this consultancy is in total 20 days in May 2018. The successful bidder must commit to accomplish and deliver the consultancy services and deliverables by the stated time.

8.0: Obligations of key participants in the consultancy

AAH-I will:

  • Provide Information on the context and project, and key contact staff
  • Organize all the logistics and accommodation for the consultant
  • Identify (under the guidance of the consultant) and mobilize the field exercise groups
  • Together with the consultant develop and review the work plan to ensure that the consultancy deliverables are well captured
  • Provide timely comments on the training plan and draft reports
  • Provide office space, internet at the Mara office, and transport to the project areas.

Obligations of the consultant
Together with AAH Kenya team in Mara provide the assignment work plan and any training materials

  • Lead the team in review and updating the data collection, analysis and presentation tools to ensure data collected is as per the projects objectives
  • Submit the reports on a timely basis as per the contract agreement.
  • Declare any possible conflict of interest before signing the contract
  • Cater for own costs – travel to the work station (Narok), meals, medical cover etc.

8.0: Required qualifications: Post-graduate or Bachelor’s degree in statistics, social sciences, Natural resource Management, community development, or other related areas.

Experience & skills:

  • At least three years’ experience in quantitative and qualitative data collection analysis and presentation skills
  • Experience in methodologies in completing assessments, reviews and evaluations within the international NGOs and/or NGO sector
  • Good research and analytical skills
  • Demonstrable report writing skills
  • Strong report writing, data collection, data analysis skills using Excel, SPSS and other analytical packages.
  • Familiarity with community-based and participatory approaches especially in pastoral setting
  • Demonstrated ability to train and build capacity of others
  • High level, up-to-date knowledge and understanding of livelihood improvement projects in varied livelihood zones
  • Experience in working in arid and semi-arid land areas in Kenya will be an added advantage.

Evaluation and awarding consultancy: AAH-K will evaluate the proposals and award the assignment based on technical and financial feasibility. AAH-K reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder.
