Key Responsibilities

  1. Responsible for building the capacity of local communities, partners and staff on the project M&E framework, Data management, Humanitarian principles, laws and standards (eg CHS, PSEA, CoC and Complaints Response Mechanism) and report writing.
  2. To extract action points from field reports and maintain and consolidate monthly action plan
  3. To clean and validate data received for complaint database from the field and generate monthly
    summaries after final review by the MEAL Officer.
  4. Contribute to the process of developing sector proposals and concept notes that clearly reflect the needs, gaps and aspirations of the beneficiaries, LWF/WS and the donor community.
  5. Assist MEAL Officer in all M&E tasks including monitoring reports and
    implementation of assessments, evaluation and impact studies.
  6. In collaboration with project officers will manage and administer all project related baseline survey starting from data collection, compiling of data and write reports accordingly.
  7. Contribute to the timely and quality compilation and submission of sector periodical reports (Weekly, monthly, quarterly, Annual and special reports) to the MEAL Officer. This will include the analysis of activity reports to ensure they meet the basic criteria for submission.
  8. Design databases for MEAL team using different software when required – Excel, CS Pro, KOBO and ODK.
  9. Responsible for record keeping and maintaining MEAL team updated data.
  10. Carry out field visits when required for any of the above tasks.
  11. Participate in the monthly working group meetings for M&E and Anti Fraud Focal Persons (AFFP) to promote networking and information sharing.
  12. Responsible for facilitating the transformation of experiences and individual learning to institutional learning through the documentation of situational reports and updates, stored data, human interest stories, photographs and control on social media sharing for purposes of communicating and documenting LWF/WS work in Dadaab.
  13. Work with MEAL Officer to produce monitoring checklists and conduct quarterly joint field process monitoring, quality assessment and data validation, and provide feedbacks and recommendations for timely improvement
  14. Supervise field level project staff under the MEAL Sector and ensures that their capacities are built and they are supported to deliver on their day to day work by constant communication and field level joint work.

Working Conditions

The position is based in Dadaab. This is a non-family work station. Hot weather is prevalent throughout the year with limited basic amenities. Road movement between the work station and Garissa as well as inter-camp movement must be under police escort (scheduled convoys), with strict adherence to safety and security instructions all the time. Due to the nature of work, the incumbent is expected to be reachable on call 24 hours in the event of any emergency. The incumbent shall reside in LWF compound while executing official duties and shall obey and adhere to residential compound regulations.

Qualifications, Experience and Competencies

  1. Bachelor degree in an area of social science or its equivalent.
  2. At least 2 years’ experience of working in M&E with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E development contexts, preferably with solid experience in the LWF/WS priority sectors: Education, Community Services and Livelihoods.
  3. Experience in setting up and/or managing M&E systems, preferably in NGO setting
  4. Knowledge and/or experience of working on accountability initiatives, such as persons with specific needs inclusion, child participation, information sharing and complaints response mechanisms
  5. MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software.
  6. Ability and willingness to travel to field sites and work in remote locations, often for prolonged periods of time.
  7. Previous work experience in hardship areas or emergency setting.
  8. Possession of Valid Certificate of Good Conduct.

Skills and competencies:

  1. Possess working knowledge and experience of humanitarian principles, laws and standards – Core Humanitarian Standards (CHS), Sphere Minimum Standards, Prevention of Sexual Exploitation and Abuse (PSEA), Rights Based Approach (RBA) and Gender Age Marker.
  2. Experience in dealing with sensitive socio-political situations and working and living under pressure in unstable security environments and with long and irregular working hours would be an added advantage.
  3. Practical experience in Training of Trainers/Training of Facilitators skills.
  4. Extensive knowledge and understanding of Microsoft Office suit applications and other statistical software – SSPS, KOBO, CS Pro and ODK.
  5. Knowledge and understanding of qualitative and quantitative social research methodologies.
  6. Ability to present complex information in a succinct and compelling manner.
