ÈB;_ÈB;_vdThe Ministry of Health Kenya has developed a national family planning costed implementation plan (CIP) 2017-2020. The framework is meant to guide the devolved counties in development of their own county specific CIPs and CIPs are meant to align at national and at county levels.

ESHE has received several requests from counties to provide technical assistance in the development of FP CIPs. Of these focus counties, Garissa County has already confirmed their readiness to start their CIP development process as early as mid-July 2018. We expect these requests to increase in the next few months.

To respond to these requests, the ESHE program seeks services of experienced consultants to lead a consultative process towards development of county owned FP CIPs. The consultants will ensure that the county CIPs are aligned to the specific county integrated development plans, health sector strategic plan (where these exist) and the already launched national FP CIP. ESHE is looking for consultants who are available as soon as possible to provide TA for Garissa county. The same consultant may be called in to provide TA to other counties as to and when requested from the focus counties. ESHE requires a technical FP consultant and a health economist to carry out the CIP development assignment.

Tasks: To promote ownership, identification of "root causes" of the FP access and utilisation barriers and development targeted solutions/strategies that are feasible and addressing the real problems, a highly consultative process is recommended. Consultants recruited for the assignment are encouraged to suggest additional innovative methods and approaches. The following methods and tasks are proposed:

  • Literature review to provide background on key FP indicators at national and county and sub county level, identify bottlenecks/barriers to access and utilisation of FP services.
  • Where information is not available, conduct rapid focus group discussions with FP clients (women and men of reproductive age) and influencers such as men, religious and traditional leaders among others.
  • Conduct consultation meetings with FP implementers and policy makers including the County and Sub-County Health Management teams, FP service providers in public and private health facilities, NGOs and other agencies among others to identify bottlenecks, achievements, gaps, best practices and lessons learned
  • Lead and facilitate stakeholder consultation meetings to: a) validate identified bottlenecks/barriers and key actions/strategies for addressing identified bottlenecks to access and utilisation of FP services, b). develop the costed implementation plan including development of targets, key strategies, actions and strategies, implementation, monitoring and evaluation approaches, c). costing of the proposed activities
  • Work with a costing expert to cost the agreed activities of the plan
  • Writing of the draft CIP, including costed section of the plan
  • Facilitating a workshop to finalise the CIP
  • Writing of the final CIP, including the costed section of the plan
  • Lead and facilitate a stakeholders meeting to validate the draft costed implementation plan
  • Presentation of the final costed implementation plan for approval by the County Health Management Team and the ESHE programme

Deliverables:

  • Brief approach paper detailing the methods and conceptual framework for the development of the county FP CIP. The approach paper should detail the methods, the rapid assessment data collection tools, agenda for the consultation meetings and proposed outline of the County FP CIP.
  • Summary of findings from literature review and consultation meetings outlining the bottlenecks/barriers to access and utilization of FP services, proposed solutions/strategies to address the bottlenecks and a conceptual framework of the CIP
  • Agenda and power point presentation (PPT) for the first stakeholders CIP development meeting
  • Draft family planning costed implementation plan
  • Final FP costed implementation plan approved by the respective county health management team and the ESHE program

Required skills and qualifications: In implementing this assignment, the ESHE programme will hire a lead technical consultant and a costing expert to develop an FP CIP. The expert will be required to meet the following qualifications and skills:

  • At least a Master's degree or equivalent level in public health disciplines, social sciences, health economics, or a related field
  • At least 12 years of professional experience in health strategic planning. Those with experience in developing FP or other RMNCAH strategies and policies will have an added advantage.
  • Experience developing a CIP will be a distinct advantage
  • A deep understanding of the Kenya devolved systems. Prospective consultant must have skills and experience in liasing with senior MoH officials, dignitaries and members of the county health teams.
  • Experience of providing technical assistance in difficult environments, including Kenya's arid lands, is a distinct advantage
  • Fluency in spoken English and excellent writing skills in plain English are required. Candidates must have proven experience in writing high quality reports for similar assignments.
  • Good team player with experience in stakeholder engagement. The consultant must have the skills and willing to guide and lead the costing expert
  • Ability to deliver high quality work in short periods of time
  • Ability to synthesise lots of complex information and stakeholders' views into easy to understand text

Length of assignment: The total level of effort for the development of the FP CIP is estimated at 20 days per county for the lead technical consultant and 10 days for the costing expert/econommist. Prospective consultants will be required to outline their proposed level of effort to implement the assignment tasks as outlined in these terms of reference. The first assignment is expected to begin mid-July until end of August 2018.
