The 2018-2022 Country Programme for UNICEF Kenya is marked by the creation of an outcome supporting the reduction of mortality and stunting. Under this outcome, four programme sections – Health, Nutrition, WASH and HIV-AIDS – will contribute to “Increased proportions of vulnerable children, pregnant and lactating women, including adolescent girls, have equitable access to and use quality WASH, Nutrition, Health and HIV/AIDS services, to reduce their risk of mortality, preventable diseases, stunting and other forms of malnutrition,and improve their birth outcomes”. With regards to specific objectives in nutrition, UNICEF Kenya aims at ensuring that: 1) communities adopt healthy infant and young child feeding behaviors and practices as well as demand and utilize quality nutrition services; 2) communities are provided with quality integrated nutrition services; 3) the capacity of national and county governments, and other service providers is improved, and commitment strengthened, to deliver quality integrated services; and 4) government and non-government partners adopt risk-informed integrated approaches to emergency preparedness, planning, and response to humanitarian needs. This position will contribute to the achievement of these results with a focus on enhancing the contribution of nutrition sensitive actions and strategies thus leveraging on the investments and results achieved through nutrition specific actions for maternal and child nutrition.

How can you make a difference?

Under the supervision of the Chief of Nutrition section, the incumbent is responsible for overall coordination and management of the Nutrition programmes, including programme/project formulation, design, planning and management focused on achievement of UNICEF’s Organizational priorities.

Programme Development and Management

With a focus on nutrition sensitive lens, identify critical intervention points and measures by administering a consistent and transparent monitoring system; analyse country level socio-political-economic trends and their implications for ongoing programmes and projects.

Draft changes to/or prepare programme work plans as required with a focus on nutrition sensitive lens. Prepare program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices.

Ensure programme workplans have a relevant nutrition sensitive component, monitors compliance and provides training, support and guidance to the programme team in order to meet objectives. Identifies human resources requirements and on-going staff development needs.

Adopt rights-based programmes approach in the formulation of programme goals and objectives and development of strategies and implementation frameworks. Formulate consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design.

Reviews and evaluates the technical, institutional and financial feasibility and constraints of the section nutrition sensitive portfolio in collaboration with Government and other partners. Monitor the overall allocation and disbursement of nutrition sensitive programme funds, making sure that funds are properly coordinated, monitored and liquidated. Take appropriate actions to optimize use of programme funds.

Prepares relevant nutrition sensitive programme reports required for management, the Executive Board, donors, budget reviews, programme analysis, annual reports, etc.

Programme Monitoring and Evaluations

Undertakes field visits to monitor and assess nutrition sensitive programme implementation and decides on required corrective action

Carry out rigorous and transparent approach to evaluation and participate in nutrition sensitive programme evaluation exercises in consultation with the Nutrition Manager, Deputy Representative, the Operations Officer, the Evaluation Officer and others, to improve efficiency and quality of programme delivery. Participate in annual sector review meetings with government counterparts. Ensure the timely preparation of annual program status reports.

Knowledge Management and Capacity Building/Sustainability

Ensure that area/country programmes are supported by knowledge management with a focus on nutrition sensitive lens, through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of “lessons learned” and other corporate-level databases.

Participate in information exchange through donor and media visits as well as in the development of training and orientation material.

Provide government authorities with technical supports and guidance to plan and organize training programmes for the purpose of capacity building and programme sustainability.

Ensure the building and reinforcing of the commitment and institutional capacities of the national and local partners starting with taking a strategic approach to the identification of these partners and partnerships.

Partnership, Coordination and Collaboration

Develop partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies. Linkage to the Regional Programme Knowledge Network to ensure the availability of current and accurate programme data.

Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability.

Maintain close collaboration with Regional Advisers and HQ Officers for effective overall coordination on programmes.

Plans, develops and implements sectoral programme(s) by collaborating with the government and other partners. Provide leadership in provision of technical advice, negotiation, advocacy and promotion of area/country level goals, leading to agreement on practicable and priority actions to be supported by UNICEF programme and country level cooperation.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Nutrition, Public Health, Nutritional Epidemiology, Global/international health and nutrition, Social Sciences, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines. Training in gender and in nutrition programmes that promote gender equality an asset.*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of eight years of relevant professional experience in development and management of nutrition related programmes or projects. Experience in monitoring gender inequalities and in programming interventions that reduce these inequalities an asset.
  • Developing country work experience and/or familiarity with emergency is required.

    DATA ANALYSIS AND DEVELOPMENT OF NUTRITION PROFILES (MARSABIT COUNTY)

    1. Background/ Context

    Marsabit County is located in the former Eastern province of Kenya and covers an area of 70,961.3 Km2 and is ranked as the largest county in the country. The county remains amongst the counties with the highest poverty index in the in Kenya and ranked position 44 out of 47 counties with a poverty rate of 83.2%. The county has three major livelihoods where the pastoral livelihood zone forms the bulk of the main livelihood zones at 81% and the other significant livelihood type is the agro-pastoral system which accounts for about 16% of the population.

    The county experiences poor health and Nutrition outcomes especially due to Community Referral system is poor since community units are there but semi Functional and community Health services are poor hence most health facilities are not able to reach their catchment population. There has been no obvious recovery from the persistent shocks including drought, floods, and conflict that the communities are faced regularly with, thus illustrating very high levels of chronic vulnerability.

    The major drivers of the high levels of acute malnutrition in the county have for a long time remained as chronic food insecurity, poor dietary diversity, suboptimal child care and feeding practices including poor hygiene and sanitation , low access to essential health and nutrition services and poor health seeking behaviour which directly influence access to basic quality health services .The July 2017 survey also highlighted the specific vulnerabilities related to hygiene and sanitation with less than 16.9% of the respondents practicing hand washing at four critical times and more than half of the population (58.7 %) practicing open defecation. Furthermore only 21.7% % were treating their water for drinking (2017 SMART Survey).

    Infant and Child breastfeeding practices are sub optimal with intitiation of infants to breastfeeding with the first hour of birth at 84.4 % and exclusive breastfeeding for first six months at 68.2 % (Marsabit SMART survey, 2013). A KAP survey conducted in Marsabit County in 2017 identified cultural practises around child naming ,home deliveries and perceptions of not enpough milk and baby crying too much as main negative influences to optimal brestfeeding practises.

    Complementary feeding practices are largely sub-optimal with complementary foods usually sub-standard in nutrient quality and quantity. Complementary foods used largely comprise of starches that are low in proteins and other nutrients vital for the growing infant (Marsabit SMART survey, County 2017). In addition, complementary feeding diets are typically limited in diversity and do not meet the nutrient requirements of the growing child. The 2017 SMART Survey indicated poor timely introduction of complementary foods at 53.8 % with only 8 % children 6-23 months achieving minimum acceptable diet .In addition dietary diversity score was poor at 12.1 % .This situation is further compounded by household food insecurity due to low purchasing power, lack of diversity of food owing to market limitation coupled with poor food preparation methods, food taboos and inadequate knowledge on MIYCN practises.

    2. Objective/Purpose of the Consultancy

    To analyse existing nutrition data for Marsabit County with a view of coming up with the nutrition profiles for the County.

    3. Methodology

    Nutrition profile provides an assessment of the Country’s performance against the nutrition related indicators, and aggregates the results into dials to provide an overall assessment of child welfare. The countries are assessed using the global targets. They offer a powerful tool for quantifying the scale of the challenge posed by the targets and identifying areas where the most effort is required to reach targets or improve monitoring. The profiles accompany the report showing progress for every child. Currently, analysis of nutrition information normally exists at country level and there is need to have a County level analysis to show progress in the performance of nutrition indicators to have a county specific profile.

    This analysis will adopt a desk review of existing information to document what has been the pattern. Concern will avail some of the useful documents. The Consultant will be expected to draw from previous surveys, the KDHS and other relevant sources for this assignment. Additionally, the consultant will conduct interviews with key persons in nutrition for Marsabit and with partner’s staff for qualitative information.

    The consultant is expected to develop a clear methodology, work plan, develop interview guide, analyse data, profile and submit a report.

    4. Deliverables/Outputs

    · Inception report with an analysis of the context based on existing information on nutrition for Marsabit County including proposals for data analysis plan and methodology

    · A draft data analysis report

    · A final data analysis report containing stand-alone executive summary with clear nutrition profiles for Marsabit County

    5. Proposed Timelines

    The Consultant should include a proposal of the number of days the assignment will take.

    6. Remuneration

    The Consultant is expected to provide a financial proposal for the whole assignment. Agreed rates will be based on prevailing market competitive rates and value for money.

    Payment will be made upon verification of the final work by Concern Worldwide’s Programmes Director.

    Overall Objectives of the position:

    General Description of the Role:

    The Project Officer will be responsible for the grant activities; mobilize communities and leaders in the implementation and coordination of stakeholders to deliver Nairobi WASH Project. The project officer will assist to develop and maintain good relationships with the project participants, Local P teams, relevant Government Departments at the National and County level to deliver on his /her mandate.

    Reporting to the Program Manager (Nairobi and Metropolitan), the WASH Project Officer will be based at Metropolitan Child Care Organization (MCO) office in Mukuru and will be responsible for:

    • Ensuring that the project activities are implemented according to the Project Design as provided in the proposal
    • Mobilizing community support, including participation in the planned WASH activities and ensure buy in of the project for successful implementation of the project.
    • Participate in the WASH coordination mechanisms including, steering committees and working groups that coordinate and guide the WATSAN sector response plans, operations and related activities within Nairobi.
    • Managing the assigned WASH project to meet the project objectives within budget and allotted time frame.
    • Providing strong leadership of the assigned WASH project and ensure both short and long-term positive impacts and outcomes for the beneficiaries and MCO.
    • Supporting the application/implementation and adherence to existing policies, WASH strategies and set standards by donor and Government.

    · Help the Innovators approach problems from a human perspective, with the objective of designing innovative and desirable products, services or experiences;

    · To design basic design thinking curriculum guide for the Innovators on financial literacy and entrepreneurship skills development;

    · To help the Innovators generate practical results through prototyping so that potential users can test them and provide feedback – long before the completion or launch.

    Adeso is leading in the Implementation of the Disasters and Emergencies Preparedness Program (DEPP) Innovation Lab, a 22 months’ project under the AIM (Adeso, iHub MasterCard) Consortium. The objective of this program is to increase preparedness and resilience of disaster-prone communities in Garissa and Marsabit counties of Kenya by drawing on their deep knowledge of pastoralist.

    POSITION SUMMARY

    The Senior Compliance Officer will report to the Executive Director by assessing, monitoring and addressing the status of internal controls and all compliance aspects in Adeso.

    The post-holder will undertake real time risk analysis of Adeso operations with regards to adherence to internal controls and donor compliance and will provide targeted context-specific sensitization, prevention measures and guidance on minimizing all major risks. Key to this will be the compilation of an operational risk register with detailed action plans and continuous updates on risk rating and mitigation activities.

    S/he will be responsible for providing efficient and effective management of the programme’s overall grant portfolio. S/he will be member of the country programme core Senior Management Team responsible for ensuring appropriate grant management, ensuring compliance with donor and internal organisational requirements and overseeing information management related to grant and programme implementation.

    S/he will have authority to implement all necessary agreed actions to ensure achievement of the objectives of the compliance program. S/he will also make recommendations for the Senior Management Team to ensure on-going compliance.

    POSITION PURPOSE

    SPECIFIC ROLES AND RESPONSIBILITIES

    Donor compliance and Grant Management systems:

    1. Lead the preparation and implementation of the annual work plan of the Compliance and Oversight Unit to ensure work priorities and objectives, taking into account the most effective use of resources;

    2. Ensure full compliance with Adeso policies and procedures and minimum operating standards for grant management, Internal controls and work with implementing partners when required;

    3. Implement and manage Adeso processes for grant management, equitable cost recovery, grants close out and sub-grant management when required;

    4. Work with Budget Holders and Finance Team to monitor all grant budgets to ensure compliance with donor requirements; review budget realignment and grant request; and also monitor expenditures to ensure compliance with budgets;

    5. Organise and participate in grant opening, mid-term review and closure meetings and develop, with support of the Country Directors, a mechanism to hold Budget Holders accountable for deviations from the grant contracts;

    6. Act as a central point of organisational expertise on donor compliance requirements, ensuring that relevant staff of all departments are informed of donor requirements; work closely with all departments to ensure compliance. Provide technical support to assess donor eligibility/allow ability of planned expenditures and identify related compliance requirements;

    7. Verify that financial reports are coherent and adhere to donor and Adeso standards before submission;

    8. Develop models to detect unusual activity; Review processes templates and procedures, including those associated with monitoring and evaluation;

    9. Assess compliance to internal procedures, controls mechanisms of Adeso policies and procedures, donors requirements, and Government regulations, and ensure supporting documentation is exhaustive and consistent.

    Risk Management

    1. Document, evaluate and test systems and controls to determine their adequacy and effectiveness towards:

    (i) Compliance with rules and regulations,

    (ii) Accomplishment of management’s objectives,

    (iii) Reliability and integrity of information,

    (iv) Efficient use of resources, and

    (v) Safeguarding of assets.

    1. Monitor risks related to the achievement of Adeso financial and non-financial objectives and ensure the alignment of risk management framework with the internal control measures;

    2. Mitigate the risk of misuse of donor funds and ensure that an effective internal control mechanism is in place to prevent and detect fraud. Manage cases of reported, suspected, and occurred fraud across Adeso’s operations;

    3. Ensure accurate and timely preparation and submission of periodic reports on issues and any material weaknesses identified during the review period.

    Internal Control Review:

    1. Coordinate the development, implementation and review of the organisational internal control strategy;

    2. Quarterly travel to Adeso field office to review the control in place and suggest any improvement if needed;

    3. Perform systems audit of Adeso offices and ensure that all supporting documents, proposals, contracts and amendments with donors follow the internal procedures;

    4. Disseminate donor and Adeso standards to relevant personnel at the beginning of the process;

    5. Ensure that a system is in place to analyse overhead and shared programme cost so that all aspects have been taken into account (checklist);

    6. Submit monthly compliance report to his/her supervisor.

    Training:

    1. Ensure Budget Holders, Finance Officers and field staff are provided with the information and training they require in order to understand donor guidelines, compliance issues and the Adeso grant management and internal control procedures;

    2. Conduct regular visits to field offices and project sites;

    3. Conduct internal audits of grants processes and protocols to advise Budget Holders on compliance levels in the field bases;

    4. Ensure key donors compliance checklists are available, provide orientation to Budget Holders and follow up the implementation;

    5. Developing staff and providing guidance and technical advice where necessary.

    Audit:

    1. Ensure that all grants are audited as per donor rules and regulations;

    2. Conduct special management reviews and assist in the follow-up on the implementation of the internal/external audit recommendation, updating the audit tracking tool;

    Essential:
