Job Summary:

S/he will be responsible for quality and timely delivery of education programme in both Nairobi slums and Marsabit County

Main Duties & Responsibilities:

Provide technical guidance and quality assurance for education programme in Nairobi and Marsabit inter alia:

· Develop and monitor implementation of technical guidelines for programme interventions e.g. pedagogy, child to child clubs, mentorship etc.

· Develop tools and build capacity of staff to conduct reviews, provide feedback and implement improvement plans.

· Enforce programme compliance with MOE, TSC and donor policies.

· Review quality of quarterly and annual plans and reports including case studies

· Provide technical advice to MOE quality assurance units.

· Conduct external reviews in Concern supported schools to determine quality and standards of teaching, learning and leadership.

· Networking with international Quality Assurance forums and participating in relevant national conferences/workshops/meetings.

Responding to Emergencies:

· Participate and contribute as necessary towards Concern’s Emergency response as and when necessary.

· Comply with Concern’s health, safety and security guidelines during emergencies.

Programme Participant Protection Policy

· To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.

Job Specification:

Essential

· A Bachelor’s Degree in Education

· At least five (5) years’ experience in implementing Primary Education projects with at least two (2) years’ experience in literacy and numeracy interventions and at least one (1) experience in protection of vulnerable children

· Knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices.

· Strong monitoring and evaluation, data analysis and reporting skills.

· Excellent communication skills and demonstrated ability to work effectively in teams.

· Proficient in the use of computer applications

· Fluent in both spoken and written English and Kiswahili.

Preferred

· A Master’s Degree in Education

· Working knowledge in alternative education pathways e.g. TVET

· Working knowledge of child to child approach

· Good understanding of cross cutting themes – gender, HIV and AIDS, Disaster Risk Reduction

Job Description

Background

SNV will be tendering for a donor-funded multi-country Programme in Sub Saharan Africa (14 countries), which is anticipated later this year and will focus on Off-Grid Renewable Energy market development with a strong emphasis on consumer awareness, private sector development and creating an enabling environment for Solar Home Systems markets**.**

Overview of the Position

The Quality Assurance & Certification Expert will set-up or further develop an existing quality assurance programme for pico-solar products, including a quality testing framework, and promote adoption by governments, businesses and consumers and coordinate with other large off-grid solar programmes. The Expert will work in close coordination with Lighting Africa, which has developed a quality assurance framework in order to protect consumers and prevent the eroding of confidence in off-grid products in the process. This framework includes test methods, quality standards, and a product testing and verification program that has evaluated 225 off-grid solar products since 2009.

This position reports to the Team Leader of the programme and works with Country Focal Points and other experts.

Key Responsibilities

  • Set-up or further develop an existing quality assurance programme for pico-solar products aiming to set a baseline level for quality, durability and to ensure truth in advertising in order to create trust in the market and products;
  • Implement measures to avoid market spoilage from infiltration of low-quality products;
  • Support quality assurance market surveillance activities, including market check testing of products that meet the Lighting Global Quality Standards;
  • (Further) develop a quality testing framework to verify that quality assured products that are delivered to the market continue to meet the standards over time;
  • Promote adoption of a quality standard by governments and businesses and coordinate with other large off-grid solar programmes;
  • Actively promote the use of quality standards to supply chain actors such as product distributors and micro-finance institutions;
  • Regular engagement with stakeholders and policy-makers regarding implementation of the quality assurance strategy;
  • Stimulate promotion among customers;
  • Support product development to a range of aspirational products that can help consumers in moving up the energy ladder.

Qualifications

  • Academic qualification in engineering, energy or business;
  • Experience working in private sector development/enabling programmes, demonstrating a strong understanding of consumer markets;
  • Experience in setting up quality assurance programmes and promoting quality certificates;
  • Experience working in off-grid renewable energy preferred;
  • Sub-Saharan Africa work experience is essential;
  • Strong networking and communication skills.

Additional Information

We expect the programme to start on the 1st of May 2018 and will take 4 years.

Lutheran World Federation/Department for World Service Kenya/Djibouti Program is seeking to recruit Kenyan national for the above position, to be based in Dadaab Refugee Camp (Ifo 1, Ifo 2 and Dagahaley). The Education quality assurance and standards officer will be responsible for developing and fostering appropriate skills and social abilities to enable refugee learners achieve optimum development according to age, ability and aptitude. He/she will work hand in hand with the Education coordinator, Education Officers, other Education staff and other Sector staff to facilitate learning and improve proper curriculum implementation in schools.

Duties and Responsibilities include but are not limited to:-

  1. He/she will be responsible for; Establishing, maintaining and improving standards in all primary schools
  2. Provide services to enrich and support students’ learning.
  3. Ensure Quality Assurance and Standards in assessment of all primary schools.
  4. Supervision that includes all efforts to school officials and expected to provide leadership to the teachers and other educational staff, guide on instructional materials, methodologies and evaluation of instruction.
  5. Ensure both supervisor and supervisee provide the learning centers with information, evaluation about schools, teachers, providing advice, assistance and feedback .
  6. Co-ordinate, organize and implementation of co-curriculum activities at camp level, county level and at national levels.
  7. Vetting of all teachers and other education staff to ensure they comply with national standards.
  8. In Liaison with KNEC and other examination bodies ensure KCPE, ECDE and diploma teacher education examination teaching practice or conducted smoothly.
  9. Be the custodian of policy formulation and implementation on matters related to Quality Assurance;
  10. In liaison with the education coordinator work on the curriculum from design, development, implementation and evaluation in line with the national curriculum.
  11. Monitor the performance of teachers and education officers.
  12. To organize in-service training programs for serving teachers and education managers in collaboration with other agencies in the education sector.
  13. Equitable distribution of teachers and organizing co-curricular activities in schools.
  14. Talent identification and development in schools
  15. Advising the education sector on all matters of Quality Assurance and Standards.

Professional Qualification:

  1. Bachelor in Education (B.ED), Development Studies or other related field from a recognized university with additional training in education management.

  2. Strong analytical, administration and documentation skills in the management of educational projects or programs consisting of ECDE and primary education management and teacher training.

  3. At least 3 year of experience in implementing education and disaster risk reduction.

  4. Experience in teaching/training.

  5. A very good understanding of Comprehensive School Safety or Disaster Management is desirable

  6. Strong communication and interpersonal skills.

  7. Strong reporting skills.

  8. Ability to manage a complex and diverse workload and to work with tight deadlines.

  9. Ability to contribute to a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary

  10. A full appreciation of the value of co-operation, both internationally and within a team environment.

Relevant Experience:

  1. Experience in proposal and report writing, and Proven M&E competencies with excellent computer skills.

  2. Experience in Training of Trainers/Facilitators skills (TOT & TOF) is an advantage

  3. At least 3 years of progressive experience in ECDE and primary education programs, and teacher training projects.

  4. Experience in implementing education in emergency locations.

  5. Experience gained within an international humanitarian NGO –preferably in Dadaab will be an added advantage

  6. Written and verbal fluency in English.
