How can you make a difference?

Under the direct guidance of the Global Fund Manager and in collaboration with grant programme managers and under the technical guidance of the USSC Supply and Logistics section, the incumbent manages the supply and logistics operations of a complex nature with significant impact on programme delivery, services, supply and logistics, processes and systems, requiring advanced professional technical mastery and expertise in support of operations and programme objectives. Accountable for managing in collaboration with the USSC Supply and Logistics section effective planning, contracting, procurement, distribution, inventory management of UNICEF’s supplies in support of the implementation of the Global Fund grants on HIV/RSSH and Malaria.

Summary of key functions/accountabilities:

Procurement: Responsible for logistics/supply planning through coordination with Supply Section and developing Procurement and Supply Management (PSM) plans. Provides technical advice on specifications, supply and logistics arrangements facilitating cost-effective efficient procurement.

Supply management: responsible for inventory monitoring and management and distribution of HIV/AIDS and Malaria drugs and related equipment. Track shipments, regularly creates and communicates accurate inventory, aging and incoming supplies information. Monitors supplies in warehouse and conducts routine warehouse visits. Raises Release orders, coordinates with supply and logistics section, tracks and traces supplies to final destination at zonal warehouses. Approves and tracks invoices and monitors expiries and submits for PSB. Provides annual and quarterly procurement and distribution plans and works with USSC Supply and Logistics Team to update these plans on a regular basis.

Monitoring: Conducts field visits, spot checks of PSM implementation and conducts mentorship and supportive-supervision. Regularly creates and communicates accurate inventory tracking, inventory aging and incoming supplies information. Participates in On-site-data-verification and implementation of findings. Monitors the information management of supply chain partners; with a particular focus on supply utilization and forecasting.

Reporting: Oversees the overall preparation of appropriate documentation and reporting. Ensure preparation of the supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc.

Capacity Building: In conjunction with USSC Supply and Logistics Section plan, designs and conducts training for programme partners and counterparts in supply chain management, with particular focus on supply utilization and forecasting, distribution and inventory management of HIV/AIDS and Malaria drugs and related equipment in order to maximize supply delivery.

Collaborates with USSC Supply and Logistics section and MoH to enhance supply network information management with particular emphasis on supply utilization and forecasting for HIV and Malaria grants.

To qualify as an advocate for every child you will have…

  • Advanced university degree in Supplies and logistics, pharmacy, business, management, or a related field.
  • A minimum of five (5) years of relevant experience, at the national and/or international levels, in supply Chain, logistics management, procurement, Pharmaceuticals and supply chain, contracting, administration and/or other directly-related technical fields is required. Understanding of development and humanitarian work. Health supply chain management experience an advantage. Prior experience with Global Fund programs is a plus.

  • Developing country work experience and/or familiarity with emergency is considered an asset.

  • Fluency in English is required. Knowledge of the local language of the duty station is an asset.

    Overall Job Function: The position is responsible for the effective management of the supply chain for health and capacity building of the county health personnel for effective and sustainable health care services. 

     

    The position holder will support the county and sub county pharmacy team in management and coordination of medicines and logistical management systems for management of ARVs, OI drugs for conformity with existing Kenya Quality Model for Health (KQMH) infrastructure and guidelines.
     

    Key Responsibilities:

    • Support pharmacy team in management of medicines and logistics;
    • Participate in site capacity assessment activities and carry out analysis, interpretation and dissemination of results for use by relevant stakeholders in decision making and service improvement;
    • Collection, synthesis and transmission of data and information related to drugs and health care supplies;
    • Serve as a member of the Regional Therapeutic Drug Committee and County mentorship team among other county and national committees;
    • Utilize site data to inform quality of care performance and utilization of medicines;
    • Mentor pharmacy staff with the goal of performance improvement in overall patient care;
    • Examine facility operations and systems and recommend ways to improve outputs and outcomes;
    • Provide technical assistance on procurement and logistics of pharmaceutical commodities;
    • Liaison between UMB and KEMSA as well as other donor related supply chain organizations;
    • Organize and facilitate supply chain related trainings using the National curricula;
    • Ability to evaluate outcomes of training activities and share recommendations; and
    • Provide mentorship on development and implementation of appropriate strategies to create a dependable health supply chain system and support an integrated health service delivery system covering ART and other health commodities.

    Qualifications and Requirements:

    • Master’s degree in business, pharmacy, public health with emphasis in supply chain management.
    • Bachelor’s degree in Pharmacy.
    • Significant relevant experience in supply chain management.
    • Registration with Pharmaceutical and Poisons Board (PPB)
    • Five (5) years’ experience in supply chain management in an NGO setup.

    The Intergovernmental Relation Technical Committee (IGRTC) was established pursuant to the provisions of Section 11 of the Intergovernmental Relations Act, and includes implementing the decisions of the National and County Government Coordinating Summit (Summit) and the Council of Governors (CoG).

     IGRTC has advertised for the following position:

    Principal Internal Auditor 

    IGRTC Grade 6

    1 Post

    Salary: Minimum 91,190. 00

    An officer at this level will be responsible for efficient co -ordination and control of audit operations. He will be reporting to the Director Corporate Services.

    Job Description
    (i) Identify activities subject to audit coverage

    (ii) Evaluating their significance and assessing the degree   of risk inherent in terms of the audit cost involved

    (iii) Determining adequacy  and effectiveness of internal control systems

    (iv) Carrying out investigations on irregularities identified or reported in audit reports

    (v) Ensuring IGRTC assets are safeguarded and properly utilized.

    Job Specification

    For appointment to this grade an officer must have:

    (i) Field, three (3) of which should have been at the grade of Chief Internal Auditor or in a comparable position in a busy organization.

    (ii)  Served as Chief Internal Auditor for at least three (3) years.

    (iii) Bachelor degree in Business Commerce (Accounting/ Finance) option and holds a post Graduate Diploma in Internal Auditing or comparable qualifications from a Recognized Institution

    OR

    (iv) Has served for at least five (5) years in the grade of Chief Internal Auditor and in possession of CPA part II or CIA part III

    In addition he must have:

    (i) Attended the four (4) weeks Senior Management Course in a Recognized Institution

    (ii) Be a registered member of the institute of Internal Auditors (IIA) or the institute of Certified Public Accountants Kenya  ( ICPAK), or Information Systems Audit and Control Association (ISACA) or Certified Fraud Examiners (CFE)

    (iii) Have demonstrated administrative capabilities and a high degree of competence in planning , conducting and supervision both financial management audits as well as running a unit efficiently and

    (iv) Be a person of high integrity and has demonstrated  outstanding leadership qualities

    In addition to the above requirements, an officer must have the following key competencies:

    •  Interpersonal skills including being a team player
    • Integrity and commitment to producing results
    • Proven working attitude and ability to give and take instructions  and
    • Ability to get on well with the diverse workforce.
