THE CHALLENGE

ECW is seeking proposals for bold ideas to help address the billion-dollar finance gap for education in emergencies and protracted crises. Ideas should be substantive and have the potential to raise at least US$50 million per year continually (or US$100 million total once, if a onetime effort). Sources should allow the provision of grant funding as ECW is committed to providing equal and free education.

GOAL AND DELIVERABLE

The goal of the Challenge is to surface new and actionable ideas for large scale resource mobilization efforts with a real potential for implementation. Deliverable of the Challenge will be a unique idea and a business plan for implementation.

THE PRIZE

ECW will award up to three prizes of up to US$25,000 to those who can offer the best, most innovative and credible idea and a business plan for resource mobilization. In addition to the cash prize, ECW may consider supporting the implementation of winning proposals with seed funding.

TIMELINE

  • Learn more during a webinar in July, 2018
  • Submit your idea by July 31, midnight in New York.
  • Present your idea to our Grand Jury, potentially in person, at the margins of the UN General Assembly in the
    third week of September 2018.
  • Turn your top three award-winning idea into a business plan for implementation by January 31, 2019.

IDEAS WE ARE LOOKING FOR

  1. Bold and large-scale: Ideas should be substantive and have the potential to raise at least US$50 million per year if they are for a continual resource mobilization effort or US$100 million total once, if they for a onetime resource mobilization effort)
  2. Grant funding: Education in emergencies and protracted crisis requires grant funding as ECW supports children and youth with free education. The proposed idea should mobilize resources that lend themselves to finance free education.
  3. Funding for education in emergencies and protracted crisis: Resources mobilized should be without restrictions to finance education in emergencies and protracted crisis in countries affected by conflict and war, natural disasters, pandemics, or refugee crisis and internal displacement.
  4. New sources of finance: ECW is seeking to identify and tap non-traditional sources of financing beyond bilateral donor contributions and mainstream philanthropy. Proposed ideas should not compete with or crowd out existing funding for education in emergencies.
  5. ECW mission and humanitarian principles: Resources mobilized should not conflict with the ECW vision to create a world where all children and youth affected by crisis can learn free of cost, in safety and without fear in order to grow and reach the full potential. They also should not conflict with the humanitarian principles of humanity, neutrality, impartiality, and independence

How to apply:

WHAT TO SUBMIT:

We ask you to submit your idea with the following information:

  1. Idea: What it is, why it works, and how it is different from other funding sources (max 400 words).
  2. Potential: Estimated fundraising potential, including assumptions made (max 300 words).
  3. Implementation: Outline for implementation including a realistic timeline (max 400 words).
  4. Costs: Estimated start-up costs and ongoing costs – the budget (max 150 words).
  5. Risks: Assessment of risks and potential implementation hurdles such as technical, political, financial (including potential and perceived risks to achieve resource mobilization targets), and/or partnership risks (max 150 words).

SELECTION CRITERIA AND PROCESS:

Your idea will be evaluated against the following criteria:

  • Innovation: How new, promising, and viable is the proposed solution? (30 points)
  • Resource mobilization potential: What level of new and additional resources is it likely to generate and over what time frame? (25 points)
  • Implementation: how realistic is the proposal in terms of implementation? (25 points)
  • Costs: What would be estimated start-up costs and ongoing costs for resource mobilization? (10 points)
  • Risk: How well are potential risks captured? How likely is it that these risks can be managed? (10 points)

Your idea will be evaluated in multiple stages. First, a team of technical evaluators will long-list the most promising 50 Submissions based on the criteria outlined above. Following that, in a second round, technical evaluators will short-list the best 8-10 ideas based on the same criteria. A Grand Jury will pick up to the three best ideas.

About Terre des Hommes:**

Tdh is the leading Swiss NGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh focuses its action on the two following areas of intervention: health and protection of particularly vulnerable children. Modern management and communication tools ensure the quality of Tdh’s projects. The Foundation constantly aims to improve its services.

Context

Tdh started operations in Kenya in September 2011, as part of the response to the Horn of Africa famine. Attention concentrated immediately on the Dadaab refugee camps, where a joint Tdh/SDC health and WASH exploratory mission had taken place in August 2011, but had to then shift to the areas around, as other partners were already active in Dadaab. The emphasis remained on the arid and semi-arid areas around the refugee complex, heavily affected by the drought, and since then Tdh operations have focussed on Garissa county, with an integrated Nutrition/Child Protection/WASH programme in the rural Lagdera sub-county and with a child protection project in Kambioos refugee camp (Fafi sub-county), part of the Dadaab complex. The camp of Kambioos closed in April 2017 and Tdh shifted its activities in Hagadera, the biggest camp of Dadaab refugee complex.

In February 2018, a midterm evaluation of the current project supported by BPRM was done by an external international consultant. One of the main recommendations was on reviewing training manuals, strategies and policies:

· Review and improvement of training material used (training for caregivers, peer support, life skills training, etc.) Suggest this material is also translated into Somali

Note: Reference in reviewing the documents should be made to child protection standard guidelines and other documents developed through the Department of Chidren Services (labour.go.ke website).

Objective

The purpose of this consultancy is to review and prepare a new design of manuals and training modules for Tdh Child Protection projects as a basis for promoting rational, appropriate and sustainable implementation of projects.

It is expected that the new manuals and modules will be based on Tdh design manuals or those prepared and used by other relevant local and regional agencies (UNICEF, the Alliance for Child Protection in Humanitarian Action etc)1 and with reference to guidelines developed by DCS.Thus, the new tools will build on what has already been produced not requiring to start from the beginning. Therefore, the emphasis in terms of the content of the manual would be: Customizing the contents of the training modules and other manuals to the Kenya environment using the existing manuals, as well as those developed by Tdh at HQ level or in other countries, or by other agencies as a basis; Identifying gaps and addressing them with information sourced from other relevant manuals and the experience of the consultant.

In order to achieve the above objectives, one of the key tasks is to undertake a review of a number of existing manuals and modules for the reasons indicated above, and to prepare a summary report for presentation to Tdh at an Inception Meeting (report to include identified gaps in manuals, timelines and approach and expected deliverables within the specified timelines, among others).

Expected results:

Result 1: Exhaustive review of all manuals and training modules used by Tdh CP project, including identification of gaps.

Result 2: Presentation of an inception report (see details above). Breakdown on the work schedule to be provided by the consultant in the inception meeting.

Result 3: New design of manuals and training modules in English that promote Participatory Learning Approaches that is directly related to the target group and to a standard acceptable to Tdh ( (translation into Somali language will be managed by Tdh).

Result 4: Creation of adapted new pre-post tests to measure knowledge gained, based on the new content of the manuals and training modules

Result 5: Training of the Tdh team on the new developed manuals and modules. The consultant will ensure the team is perfectly trained and able to use the new developed tools in full autonomy.

Result 6: Presentation of a final report, including a draft suggested learning and development strategy for the project.

Indicative Timeframe

1 month in Kenya including travels from / to Switzerland and between the field locations, with an estimation of :

  • 15 days in Dadaab refugee complex,

  • 15 days in Nairobi.

Dadaab is located along the Kenya-Somalia border, 90km from Garissa town and occasionally experiences security incidences. However, the security situation has been relatively calm with caution observed in hot spot areas. The consultant is expected to adhere to Tdh Kenya mission security policy and other local guidelines (UNDSS, INSO etc). Flexibility in planning and undertaking the assignment is expected as security conditions in Dadaab may affect the planning.

Child Safeguarding Policy and behaviour:**

· The consultant will conduct his or her duties in respect of the Charter of Terre des Hommes and the Tdh Child Safeguarding Policy.

· Tdh expects employee’s conduct reflects proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des Hommes and defends in all circumstances the interests of the organisation

· Tdh intervenes without any affiliation for politics, religion or financial profit. The consultant will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

Requirements

· Minimum 5 years proven experience in Child Protection projects, preferably with Tdh

· Strong technical child protection background is required.

· Preferably he/she should have a broad working experience in refugee camp context, in Kenya and in Dadaab is a plus

· Experience in collaborating with government officials, representatives of bilateral aid agencies, UN agencies, and other international institutions.

· Fluent English and good writing skills (the report should be in English)

· Swahili and Somali an asset

The Swiss Government supported Regional Programme Horn of Africa (RPHoA) focuses on Somalia and the arid and semi-arid lands of South-Eastern Ethiopia and North-Eastern Kenya. In the frame of its Cooperation Strategy 2018-2021, the programme supports projects in the four sectors food security, health, governance and migration/protection. The overall aim of the strategy is to contribute to the reduction of poverty, improve human security and stability and address migration challenges. The programme is designed as a whole of government approach, in which different departments of the Swiss Government are closely collaborating. The Swiss Agency for Development and Cooperation, through the International Cooperation Division of the Swiss Embassies in Nairobi and Addis Ababa, is in charge of the RPHoA supported development and humanitarian projects. Main Tasks

· Support of the International Cooperation Division in ensuring the quality and result orientation of its governance/migration portfolio (programme cycle management) with a particular focus on state building in Somalia (institution building, inclusive politics, power and resource sharing, federalism).

· Represent the Embassy in the dialogue with and coordination among international donors, government authorities and other relevant stakeholders in the governance sector of Somalia (including Pillar Working Groups).

The selected candidate will be reporting to the Medical Coordinator.

He/she will be responsible of the overall management of medical activities of the Dagahaley Refugee Camp project.

Main Tasks include:

·         If applicable, identify Sexually Gender Based Violence victims and refer them to the medical team, so they can receive the necessary treatment.

·         Knows and is aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit

The job activities include but are not limited to;

·         Supervise the use of drugs, facilities and obstetric material, in order to ensure, in accordance with number of patients and prescriptions, a rational use as well as pharmacy stock levels are permanently updated, kept under appropriate conditions and above minimum safety point. 1 BEmONC = basic emergency obstetric and neonatal care = Administration of antibiotics, oxytocics, anticonvulsants, manual removal of the placenta, removal of retained products following abortion, assisted vaginal delivery, preferably with vacuum extractor and newborn care including neonatal resuscitation. 2 CEmONC = comprehensive obstetric and neonatal care = the full package of BEmONC Plus; surgery (caesarean section, hysterectomy, laparatomy), safe blood transfusion and care to sick and low birth weight newborns

·         Ensure sensitization activities and health talks, are carried when necessary a therapeutic education of the patient (and family) using a patient based approach.

·         Ensure that routine laboratory tests are performed, interprete the results and adapt the approach if necessary

·         Be responsible for regulation, documentation and proper utilization and storage of the departmental medical supplies including the controlled drugs.

·         Participate actively in the monitoring and the reporting of medical activities (Make sure that the department registration, patient files, forms, and HIS reports are updated on time and participate in the analysis of these statistics.

·         Identify high risk client antenataly and postnataly and refer them to high risk clinic or maternity for management and monitoring. Educate and book high risk client for review at high risk clinic on discharge from Maternity ward.

·         On discharge educate patients; advice mothers on useful topics for their home return; breastfeeding, emergency signs of post-partum complications, family planning (importance of child spacing) Ensure the patient’s correct understanding of possible treatment and verify that the patient has received the documents: birth certificate, vaccination card, etc.
