The Swiss Government supported Regional Programme Horn of Africa (RPHoA) focuses on Somalia and the arid and semi-arid lands of South-Eastern Ethiopia and North-Eastern Kenya. In the frame of its Cooperation Strategy 2018-2021, the programme supports projects in the four sectors food security, health, governance and migration/protection. The overall aim of the strategy is to contribute to the reduction of poverty, improve human security and stability and address migration challenges. The programme is designed as a whole of government approach, in which different departments of the Swiss Government are closely collaborating. The Swiss Agency for Development and Cooperation, through the International Cooperation Division of the Swiss Embassies in Nairobi and Addis Ababa, is in charge of the RPHoA supported development and humanitarian projects. These projects are implemented through a variety of partners (e.g. IGAD, UN agencies, international and national NGOs, government institutions), using different instruments (humanitarian aid, development cooperation, policy dialogue) and intervention modalities (bilateral and multilateral mandates or contributions, pooled funds, deployment of experts etc.). Policy dialogue at national and regional level, donor coordination, aid effectiveness principles in fragile and conflict affected contexts (New Deal and OECD principles on engagement in fragile contexts), as well as humanitarian principles and protection of civilians are systematically promoted.

For the management of its governance/migration portfolio in Somalia, the International Cooperation Division of the Embassy of Switzerland in Nairobi is looking for a Programme Officer.

Main Tasks

· Support of the International Cooperation Division in ensuring the quality and result orientation of its governance/migration portfolio (programme cycle management) with a particular focus on state building in Somalia (institution building, inclusive politics, power and resource sharing, federalism).

· Represent the Embassy in the dialogue with and coordination among international donors, government authorities and other relevant stakeholders in the governance sector of Somalia (including Pillar Working Groups).

· Convene, organise and facilitate dialogue, knowledge sharing and joint learning with Swiss supported implementing partners and within the Embassy and continuously analyze and document information about the political, development and security relevant context (incl. political economy analysis) and translate it into conclusions for the Swiss programming. For this, a broad network of relevant governance sector stakeholders in Somalia needs to be maintained (government, civil society, private sector).

· As an active member of the Embassy governance/migration team, contribute to the annual planning and reporting processes.

Required Experience and Competencies

· University degree in studies related to development (or similar education) and 5 years’ work experience in areas related to governance, preferably in Somalia.

· Good understanding of the social, economic and political context of Somalia.

· Experience in the management of governance development programmes and a good understanding of the principles, approaches and practices applied.

· Experience with project cycle management (operational and financial planning, monitoring and evaluation of projects), CSPM, gender sensitive programming and engagement in fragile states.

· Experience in the collaboration with national/local government authorities, multilateral agencies, donors and other development relevant stakeholders (UN, IFI’s, IGAD etc.).

· Strong analytical capacity to synthesize and communicate conclusions, recommendations, and ability to credibly represent Swiss positions in the stakeholder and policy dialogue.

· Ability to establish trusted partnerships with Swiss supported implementing partners and excellent ability to network and to work in a team.

· Excellent knowledge of English (both spoken and in writing reports, project approval documents etc.). Fluent in Somali.

· Ability to work independently and to deliver quality work on time.

·         According to MSF protocols in force, conduct normal deliveries independently Manage obstetric emergencies; identify cases needing referral and send them in time, clean up the newborn, executing and registering first neo-natal medical acts (cutting and cleaning the umbilical cord, vaccination, etc.), detecting possible anomalies/infections of the newborn and reporting them to the doctor, in order to ensure successful interventions

·         Supervise the use of drugs, facilities and obstetric material, in order to ensure, in accordance with number of patients and prescriptions, a rational use as well as pharmacy stock levels are permanently updated, kept under appropriate conditions and above minimum safety point. 1 BEmONC = basic emergency obstetric and neonatal care = Administration of antibiotics, oxytocics, anticonvulsants, manual removal of the placenta, removal of retained products following abortion, assisted vaginal delivery, preferably with vacuum extractor and newborn care including neonatal resuscitation. 2 CEmONC = comprehensive obstetric and neonatal care = the full package of BEmONC Plus; surgery (caesarean section, hysterectomy, laparatomy), safe blood transfusion and care to sick and low birth weight newborns

·         Ensure sensitization activities and health talks, are carried when necessary a therapeutic education of the patient (and family) using a patient based approach.

·         Ensure that routine laboratory tests are performed, interprete the results and adapt the approach if necessary

·         Be responsible for regulation, documentation and proper utilization and storage of the departmental medical supplies including the controlled drugs.

·         Participate actively in the monitoring and the reporting of medical activities (Make sure that the department registration, patient files, forms, and HIS reports are updated on time and participate in the analysis of these statistics.

·         Identify high risk client antenataly and postnataly and refer them to high risk clinic or maternity for management and monitoring. Educate and book high risk client for review at high risk clinic on discharge from Maternity ward.

·         On discharge educate patients; advice mothers on useful topics for their home return; breastfeeding, emergency signs of post-partum complications, family planning (importance of child spacing) Ensure the patient’s correct understanding of possible treatment and verify that the patient has received the documents: birth certificate, vaccination card, etc.

Education: Essential midwifery qualification or specialization. Desired Bachelor in Midwifery

Experience: Essential working experience of at least two years in midwife activities related jobs.

Background on IMPACT and REACH

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

Country Profile

REACH, has been working in Kenya and regionally supporting inter-agency information management and assessment capacity since 2012. In 2012-2016 REACH supported the development of an early warning monitoring system through training of monitors and support to county analysts for the National Drought Management Authority (NDMA). In 2017, REACH has supported the collection of information in Dadaab refugee camp and in border areas through technical support and assessment coordination services to NRC and its partner the Refugee Consortium of Kenya (RCK).

In 2018, REACH operations in Dadaab are specifically designed to support inter-agency response and synergies through shared information exchange. Camp assessment activities will be integrated into information management systems in Dadaab refugee camp, specifically in support of UNHCR camp management

Position Profile

Under the supervision of the REACH Country Coordinator and the REACH Assessment officer, the REACH Field Officer is responsible for the management and implementation of REACH assessments in Dadaab.

The REACH Field Officer shall be responsible for:

Ø Assessment Preparation and Training;

o Undertake travel and conduct preliminary planning missions in assessment sites

o In coordination with the REACH Field Specialist prepare all details related to data collection (field schedule, daily collection quote, logistics and administration) according to specified methodology

o Coordinate and plan assessment team training.

o Facilitate sessions of the assessment training.

Ø Data collection

o Provide regular support to the REACH collection team leaders

o Follow all guidance from REACH Country Coordinator and REACH Assessment officer while in the field; ask questions when necessary

o Accompany all data collectors in the field and ensure accurate data collection as specified in the methodology.

o Ensure care of all REACH inventory including daily check of assessment mobile phones

Ø Data Validation

o Download all data from the mobile phones at the end of each data collection day

o Spot-check online database for accuracy at the end of each day; question team leaders about any inaccuracies observed and review in daily team debriefs.

o Is manual data is used spot-check data entries against hard copy surveys for accuracy daily

o Perform data cleaning at the end of each assessment day

Ø Reporting

o Prepare final assessment reports including lessons learned, incidents and timeframe

o Assist in preparation of assessment factsheets and consolidated reports.

Ø External Coordination

o Coordinate field operations with participating agencies

o Coordination with local authorities and agencies

o Report regularly to agency focal points about assessment progress and any changes to the plans

o Prepare and dissemination assessment results and presentations in relevant coordination forums and meetings

Ø Internal Coordination

o Daily reports / updates on work activities and outreach completed sent by email or verbally via phone;

o Weekly situation analysis (context, activities completed, plans for next week, etc.)

o Monthly REACH activity report noting activities completed against REACH strategy and objectives;

Requirements

· Undergraduate degree or higher diploma in statistics, development studies or other related fields will be an added advantage

· Excellent analytical skills of qualitative, quantitative and geo-spatial data

· Experience using ODK for quantitative data collection, or the ability to rapidly master the process

· 3 years of relevant working experience in humanitarian settings a benefit;

· Excellent communication and drafting skills for effective reporting;

· Excellent team management skills;

· Flexibility and willingness to travel;

· Familiarity with the aid system, and understanding of donor and governmental requirements;

· Somali Language required, English an advantage

· Prior experience working in IDP/refugee displacement locations an added advantage

· Ability to operation Microsoft Word, Excel and Project Management Software.

· Prior experience of mobile data collection tools

· Ability to operate qualitative data analysis

· Ability to work independently.

The Quality Control Manager will ensure that materials received at the site, and final products produced meet/exceed the set company and statutory requirements by performing the following duties:-

  • Timely and accurate sampling and analysis of all raw materials before acceptance and maintaining records.
  • Overseeing offloading of raw materials among other goods, to be able to sample further from the initially hidden parts.
  • Ensuring that good manufacturing practices are upheld at the plant.
  • Ensure all quality records related to the safety management system are updated on a daily basis including electronic records.
  • Conduct and monitor testing and inspection of materials and products to ensure finished product quality.
  • Analyze data to identify areas for improvement in the quality system. Develop, recommend and monitor corrective and preventive actions.
  • Evaluate audit findings and implement appropriate corrective actions.
  • Participate in planning and establishing short development and management of QC budget.
  • Formulate, document and maintain quality control standards and on-going quality control objectives. Ensure that these are in line with client specifications and are communicated to the quality control team.
  • Design, develop and implement quality control training programs. This includes determining, negotiating and agreeing on in-house quality procedures, standards and/or specifications.
  • Oversee the work of the QC team in respect to the execution of all the required testing of raw materials, intermediates and finished products and the generation of reports.
  • Work with the production and supply chain functions to provide QC input to the development of supply chain plans to ensure that client QC consideration are given full consideration.
  • Manage customer complaints and ensure they have been investigated and answered satisfactorily.
  • Set up effective systems for maintaining and calibrating laboratory equipment and instrument qualification.
  • Develop and analyze statistical data and product specifications to determine standards and to establish quality and reliability expectancy of finished products.
  • Provide technical and statistical expertise to production teams to maximize product reliability and minimize costs.
  • Initiate and evaluate proposed changes in methods or specifications that have the potential to impact the quality of a material, and new product development.
