The Positions and responsibilities:

Action Against Hunger Kenya is looking for a suitable candidate to fill the position of Deputy Country Director Program (Kenya), based in Nairobi. The role reports hierarchically to the Country Director and Technically to the Senior Program Officer.

Goal:

The Deputy Country Director Program (DCD-P) will provide leadership, strategic direction and oversee management of all aspects of the Program including Line Management of the Head of Department for Health & Nutrition, M&E Manager, SBCC Coordinator . As a member of the SMT, the DCD-Program will be part of all key strategic decisions taken by the Kenya mission and is expected to contribute to the strategic development of the Programme/mission.

The Deputy Country Director -Program’s core responsibilities will include but not limited to the following:

Objective1:Coordinate technical country strategy and support provision of operational management and integration of all technical areas

· Work with the Country Director to provide leadership to the development and maintenance of a comprehensive needs-based program strategy that is responsive to the dynamic needs of the most vulnerable populations built on the program strengths of Action Against Hunger, legal frameworks and globally.

· Provides strategic direction and support to the Technical Coordinators, PM's and support the field teams in ensuring the effective delivery of program activities and the successful integration of activities with all other aspects of AAH programming.

· Proactively identify new programming opportunities, needs for assessment or consultants / interns to prepare ground for futures opportunities.

· In partnership with the Technical Coordinators, lead the program development process to ensure the creation of robust and appropriate programs that meet the values and objectives of AAH as an organization and donor requirements and expectations to ensure ongoing funding.

· Responsible for the promotion of technical integration and sensitization of staff on its applications, including transversal policies such as gender

· Visit AAH field activities regularly and report on problems, challenges and obstacles while building an intimate knowledge of fieldwork realities and generate recommendations and lessons learnt reports to share within the mission.

· Capitalization of integration and reporting information and data.

· Leads on the development and rollout of new and more effective systems to improve program implementation.

· Lead and oversee the development and implementation of field-based research projects and ensure compliance and quality

· Regular participation in Coordination meetings at the capital and field level.

· Regular communication with the advisors at HQ to support an integrated programmatic approach and ensure programs are technically supporting all sectors

· Responsible for updating and maintaining ER PREP plans and proactively preparing for and leading emergency response activities

Objective 2: Program Quality Assurance

· Oversee the quality implementation of ongoing programming based on robust grant management and monitoring and evaluation systems and the facilitation of Technical Department.

· Ensure that funding for programming is spent in a coherent, transparent and optimal way.

· In coordination with CD and Head of Department, responsible for the technical briefing and debriefing as well as management of consultants and external specialists arriving to support the mission.

· Ensure the collection and capitalization by the DCD and Tech coordinators of digital and physical AAH Information on information gathered through HQ reports, AAH programming, partnerships, partners, UN system, clusters, and other avenues of data collection.

· Ensures Mission Technical Coordination Meetings (MTCMs) happen on a monthly basis, and submits minutes to Country Director and Coordination.

· Provide formal and informal capacity building trainings to staff.

· Final Mission-level validation of program and technical guidelines and policies.

· Ensure that quality to AAH and donor compliance for program, reporting, and financial grant requirements are met.

· Ensure that monitoring and evaluation of programming informs quality implementation.

· Coordinate closely with Log and Head of Region to ensure that security, procurement, HR and financial protocols are designed to support quality programming.

· Closely monitor program spending and follow up spending plans with Head of Finance and PMs

Objective 3: Donor Compliance, Reporting and Documentation

· Lead proposal preparation through a needs based approach ensuring all departments work together

· Ensure Narrative, Budget, PPP, Workplan, Budget forecasts, ongoing monitoring and kick off meetings take place for every program

· Ensure that all programs are compliant with donor protocols and reports are submitted on time to HQ for validation

· Ensure all donor reports are completed in a timely manner with the relevant input from the field teams and submitted to HQ for validation

· Ensure that workplans are followed to ensure budget forecasts are met and studies (KAP, RSCA, SMARTs etc.) are planned and executed timely

· ensuring the overall planning and follow-up of technical reporting for donors, authorities and internal requirements (Activity Progress Reports) in coordination with the support departments

Objective 4: Representation with external stakeholders

· Responsible for representation of AAH in partnership-related meetings at a strategic level for workshops, working groups, etc.

· Lead, in liaison with the CD, partnership proposal preparation through furnishing of evaluation/assessment data and coordination.

· Identification and evaluation of potential partners and partnerships at country level. Lead the due diligence process to assess potential partners capacity and document capacity building needed.

· Carries out follow-up evaluation of partnership (programming and partner relations), maintains lessons learned and proposes action points for future improvement.

· Represent AAH to donors, UN and partner INGOs, and national and local government officials (programs).

Objective 5: Human Resources and Career Development

· Direct manager of the Technical Coordinators

· Supervision of externally hired consultants for any program matters

· Responsible for the validation of technical departmental HR needs for international staff.

· Responsible for the proper induction and debriefing of managerial staff.

· promoting the commitment to AAH Charter and prevention of frauds and power abuses

QUALIFICATIONS

· Bachelor of Arts or Science in related International Relations/Affairs, Humanitarian Affairs, International Development, Public Health, Monitoring and Evaluation, Statistics, Demographics or related field

· Minimum 3 years work experience in similar setting and responsibility

· Flexible and adaptable to changing work conditions

SKILLS & EXPERIENCE

ESSENTIAL

· Significant experience with INGOs. Previous experience with AAH in emergency and post-emergencies is an asset.

· Excellent management skills (HR, projects, stress management).

· Advanced knowledge of donors’ guidelines and procedures (ECHO, DFID, OFDA, FFP etc.)

Action Against Hunger wants to contribute to the optimal functional performance of National, County, and Community systems through strategic partnerships for innovative nutrition-sensitive and nutrition-specific interventions to achieve its impact. Action Against Hunger is currently implementing activities in West Pokot, Mandera, Samburu, Isiolo, Trans Nzoia, Kakamega, Bungoma and Busia counties.

To achieve this, Action Against Hunger will;

1. Intervene on the Health and Nutrition sector: evolving from direct service provision to strengthening the health system- focusing on ‘strengthening’ the system more than**

supporting’ the system**

ACF-Kenya health and nutrition program has considerably evolved from direct service provision, to scaling up the relationship and partnership with the Ministry of Health (MoH) by recognizing them as the primary health and nutrition service providers and working at building their technical capacity to reach a higher level in the quality of services provided. Strengthening the health system will not happen by indiscriminately working on the six (6) HSS pillar alone but through a critical and holistic review of the health system processes. This critical and holistic diagnostic approach requires having developed a trustful relationship to be able to work together with the health departments, at national, County and sub-county levels

2. Bringing the Community Health Strategy (CHS) onboard**

Within the HSS approach, Action Against Hunger Kenya will focus on community health strategy (CHS) as CHS has the potential to have a huge impact on addressing under-nutrition and is, unfortunately, under-utilized. Through this system, Action Against Hunger Kenya will work with the MoH to create demand and accountability for services offered. This will be achieved through

  1. Applying SBCC approach at community level

  2. Strengthen referral and counter referral system

3. Scaling up community/citizen engagement**

If the system on which Action Against Hunger is supporting is not properly connected to people and there is inadequate engagement with people themselves then results will not be achieved. Deciders

are still making crucial decisions on behalf of their citizen and on what they think should be the

strategies and the priorities. The most vulnerable groups lack strong voice to advocate for their priorities thus the requirement for an engagement platform.

4. Sustainability of WASH services to strengthen nutrition sensitive programming** Nutrition sensitive programming remains key to achieving better nutrition impact and reaching targets. WASH is a vital element but the main problem in Kenya is about sustainable access to safe water and sanitation services to withstand the recurrent shocks in ASAL regions. Findings clearly demonstrate critical role of WASH in good nutrition require long-term sustainable solutions for the vulnerable communities embedded in the existing systems and communities

5. Partnerships**

The position holder Will aim to work closely with the Ministry of Health both at National and County levels to support in the implementation of the National and County level strategies related to improving maternal Infant and Young Child Nutrition (MIYCN) and building relationships with key stakeholders including within government institutions, the donor community, NGOs and the private sector.

6. Research**

Research will be aimed at informing program action by building rigorous high quality evidence. Thus, Action Against Hunger will seek to contextualize research findings within the larger health and

Nutrition strategy. Research will always be of high quality in order to produce knowledge that is

applicable outside of the research setting. Results of the research will also be used to improve programming and inform policy and strategies at the National and County level.

Roles and Responsibilities

1: Program implementation and oversight**

· Ensure adherence of all Action Against Hunger activities to County, National and international guidelines

· Ensure and supervise directly the technical work of the ACF nutrition team in the County

· Supervise and manage the implementation of capacity building activities through OJT in HINI and trainings in close liaison with the County health management teams.

· Ensure integration of MIYCN activities to the component of the nutrition program in the camps.

· Ensure monthly meetings with the staff based in the field to review implementation progress.

· Participate and ensure the implementation of sporadic assessments, and actively participate to nutritional surveys and program coverage surveys, according to the needs.

· Ensure frequent visits to the field to monitor activities, supplies, and general running of the programs

· In collaboration with the Nutrition Head of Department; Propose and initiate improvements according the analysis and findings of sporadic assessment that will contribute Action Against

Hunger strategy reviews and advocacy.

· In collaboration with Nutrition Head of Department adjust the program to any change in the context (location of the centres, number of staffs, and communication with the field…)

· Identify and participate in the nutrition and other related meetings with key stakeholders in the

County

· Overall review of program performance as per stipulated standards and development of feasible action points thereafter

2: To coordinate activities within ACF and between partners/stakeholders**

· Oversee the coordination of all the components of the nutrition program in collaboration with the Action Against Hunger team

· Coordinate nutrition activities, with other nutrition sensitive stakeholders in the County

· Plan field movement on a weekly basis and coordinate with logistics and finance department on purchase orders, cash forecast and BFU/PFU on a monthly basis.

· Works closely with logistics and administration to ensure timely delivery of supplies.

· Coordinate the orders and supply of food and non-food items with the organizations in charge of the supplies in collaboration partners if need be.

· Work closely with the Advocacy PM in follow up of relevant advocacy issues in the County

3: Reporting and documentation of all related project activities**

· Work with HoD and M&E manager to develop monitoring and evaluation plan as per Action

Against Hunger guidelines and follow up implementation of the same

· Develop and follow up on activity progress reports, evolution and monthly narrative report.

This will entail monthly review of statistics and changing dynamics at the County level and advise coordination on any specific issues for consideration in West Pokot County

· Write the first draft of the proposals, project procurement plans and donor reports based on donor guidelines and timeframes. This will be shared by line manager for further review and

follow up till the final version is developed

· Review activity reports of staff and provide necessary feedback to the staff in West Pokot

County.

· Actively contribute to surveys and assessments process and report writing

· Participate in the analysis and drafting of activity reports and evaluation of the project.

· Contribute in designing technical strategy and country strategy when required.

· Work closely with Action Against Hunger field team and Nairobi to include advocacy in documentation of key activities, development of lesson learnt documents and other related advocacy issues

4: Budget management**

Directly responsible for monitoring of project activities in the area and will be responsible for the following specific issues with close liaison and authorization where necessary from the Nutrition Head of Department.

· Preparation of budget and budget narrative and project inception phase

· Development of spending plans based on activity plan

· Closely monitor project expenditure against stipulated deliverables and budget agreements/donor guidelines

· Have monthly review meetings based on budget follow up from finance departments and advise where necessary

· Closely liaise with the finance and logistics department to follow up expenses

· Prepare cash forecasts on monthly basis

5: Staff management**

This will be in line with Action Against Hunger HR manual to include:

· Staff management of all line staff in the area of operation to include identification of staff training needs, staff supervision, capacity building and follow up

· Undertaking of staff evaluations

· Launch of staff requests, call for applications and recruitments of nutrition officers

· Staff motivation in close liaison with HR

6: Relations and others**

· Representation of Action Against Hunger in various meetings as stipulated to include creation of awareness of what Action Against Hunger is doing in the region.

· Problem solving of any matters arising in the area related to the project in close liaison with the head of base and national team

· Adherence to Action Against Hunger security guidelines and sensitization of staff on the same as per Action Against Hunger SOP in close liaison with HOR

7: Any other duties**

QUALIFICATIONS**

Education

Master of Science or Bachelor of Science (Foods, Nutrition and Dietetics) or a health related field

Skills and Experience

· Fluency in English with good verbal and written communication skills. Ability to communicate and negotiate effectively. Communication skills (written, oral and cross cultural)

· Excellent written and public communication and negotiation skills

· 2 years’ experience in HINI related nutrition programs

· Skills on reporting and data interpretation

· Knowledge on basic computer applications such; excel, word, power point presentation.

With the support of the national MoH, Kenya Red Cross Society and UNICEF, Action Against Hunger has been working with the County government of Isiolo on the management of acute malnutrition (IMAM) in Kenya. Action Against Hunger is looking to implement a BSFP which will complement the existing ACF nutrition emergency response supported by ECHO, HIF, CIFF and UNICEF in the county. This program, while working closely with MoH will target all children between 6 to 59 months plus the pregnant and lactating women with children below 6 months in Isiolo County.

General Objective

Action against Hunger is looking for a BSFP Program Manager .He or she will be responsible for the BSFP team, ensuring timely implementation of a well-coordinated and equitable integrated supplementary feeding program. He/She will be responsible for the general planning, oversight and coordination of the program as well as ensuring a strict adherence to quality

Specific Objectives/activities include:

  • Ensure the project is discussed at relevant coordination structures to include CSG, CHMT, SCHMT, CNTF) for ownership.

  • Ensure efficient participation and involvement of key stake holders e.g. CHMT,WFP, Action Aid, UNICEF, NDMA, KRCS, and ADS and others

  • Management of the Human Resource of the BSFP team to include the supervisors and the M&E Officer

  • Develop a distribution and movement plan in close liaison with the key stakeholders on ground.

  • Ensure that there is linkage and integration between the BSFP and other nutrition programmes by working closely with the County Health Management team to ensure systematic treatment during distributions.

  • Supervision of the distribution sites;

  • Provide continued guidance on the roll out and implementation of the BSFP program.

  • Carry out capacity assessment and capacity building of stakeholders.

  • Periodic review of program performance

  • Submission of a consolidated monthly report of the various distributions and submit this to the Head of Health and Nutrition.

  • Training of the BSFP team to ensure strict adherence to policies and procedures.

  • Ensure proper and accurate documentation of the entire BSFP process.

  • Ensure adherence of basic standards during distribution.

  • Any other duty as may be assigned by HoD- Nutrition and Health

QUALIFICATIONS

Required Education:

· A degree in Nutrition sciences, Nursing, Public Health or any other health related field with experience in community nutrition.

· Experience in implementing BSFP

Preferred Skills/Competencies:

· 3 years’ experience in implementing food aid and nutrition programmes

· Experience in management in development and emergency programming

· Knowledge of latest developments in nutrition and food security

· Monitoring and Evaluation Skills

Action Against Hunger has been present in Kenya since 2001 and is a transformative leader in nutrition security for improved quality of life among vulnerable communities. Action Against Hunger wants to contribute to the optimal functional performance of National, County, and Community systems through strategic partnerships for innovative nutrition-sensitive and nutrition-specific interventions to achieve its impact. Action Against Hunger is currently implementing activities in West Pokot, Mandera, Samburu, Isiolo, Trans Nzoia, Kakamega, Bungoma and Busia counties.

To achieve this, Action Against Hunger will;

  1. Intervene on the Health and Nutrition sector: evolving from direct service provision to strengthening the health system- focusing on ‘strengthening’ the system more than ‘supporting’ the system

ACF-Kenya health and nutrition program has considerably evolved from direct service provision, to scaling up the relationship and partnership with the Ministry of Health (MoH) by recognizing them as the primary health and nutrition service providers and working at building their technical capacity to reach a higher level in the quality of services provided. Strengthening the health system will not happen by indiscriminately working on the six (6) HSS pillar alone but through a critical and holistic review of the health system processes. This critical and holistic diagnostic approach requires having developed a trustful relationship to be able to work together with the health departments, at national, County and sub-county levels

  1. Bringing the Community Health Strategy (CHS) onboard

Within the HSS approach, ACF-Kenya will focus on community health strategy (CHS) as CHS has the potential to have a huge impact on addressing under-nutrition and is, unfortunately, under-utilized. Through this system, ACF-Kenya will work with the MoH to create demand and accountability for services offered. This will be achieved through

  1. Applying SBCC approach at community level

  2. Strengthen referral and counter referral system

  3. Scaling up community/citizen engagement

If the system on which ACF is supporting is not properly connected to people and there is inadequate engagement with people themselves then results will not be achieved. Deciders are still making crucial decisions on behalf of their citizen and on what they think should be the strategies and the priorities. The most vulnerable groups lack strong voice to advocate for their priorities thus the requirement for an engagement platform.

  1. Sustainability of WASH services to strengthen nutrition sensitive programming

Nutrition sensitive programming remains key to achieving better nutrition impact and reaching targets. WASH is a vital element but the main problem in Kenya is about sustainable access to safe water and sanitation services to withstand the recurrent shocks in ASAL regions. Findings clearly demonstrate critical role of WASH in good nutrition require long-term sustainable solutions for the vulnerable communities embedded in the existing systems and communities

5. Partnerships

The position holder Will aim to work closely with the Ministry of Health both at National and County levels to support in the implementation of the National and County level strategies related to improving maternal Infant and Young Child Nutrition (MIYCN) and building relationships with key stakeholders including within government institutions, the donor community, NGOs and the private sector.

6. Research

Research will be aimed at informing program action by building rigorous high quality evidence. Thus, Action Against Hunger will seek to contextualise research findings within the larger health and Nutrition strategy. Research will always be of high quality in order to produce knowledge that is applicable outside of the research setting. Results of the research will also be used to improve programming and inform policy and strategies at the National and County level.

Roles and Responsibilities

1: Support to Health System Strengthening efforts at the County level.

  • In liaison with the County MOH and Partners develop joint work plans for key activities as stipulated in the project document.
  • In liaison with the MOH undertake periodic capacity assessment across the health facility staffs and structure OJT and Mentorship sessions to the health facilities based on specific needs.
  • Participate in coordination meetings at the County and sub-county level with the MOH and Partners including NIWG, CNTF and any other.

  • Coordinates with the other NGOs, UNICEF, WFP and MoH at County and Sub County level

  • Support development of County work plans with the S/CHMTs and schedule joint supervisions to enhance quality programming

2: Support community Health Strategy and Community Resilience activities

· In liaison with the Community Strategy Focal persons at the County and Sub County level, support CHS activities at the community level including community dialogue and action days, sensitization sessions for community members among others

· Work closely with MOH to offer technical support and sustain respective support groups for improved MIYCN practices. E.g. Mother to Mother support groups

· Support MOH to develop ,implement and monitor Social Behaviour Change Communication Strategies

· Support the MOH to develop practical community feedback mechanism geared at improving service delivery at the County level.

· Supports the nutrition team in the implementation of community approach through regular contact and exchange with the community leaders,

3: Reporting and Program Development

· Compile program reports on a timely basis in liaison with other program staff; Weekly SitRep, Monthly(statistical and narrative), Quarterly and annual donor reports

· In collaboration with the Nutrition Program Manager prepare progress reports, quarterly donor reports, proposals, Program reports project procurement plan and contributes to survey reports.

· In collaboration with Program Manager and coordination team; contribute in defining technical strategy when required.

· Participates in the analysis and drafting of activity reports and evaluation of the project.

· In liaison with the program manager develop project proposal to address County specific gaps

· Support MOH focal persons on information, data management and reporting through the DHIS

· Participate in the planning, organizing and implementation of surveys, assessments and research studies including post distribution monitoring

4: Information exchange and cooperation with all ACF intervention*s* and external stakeholders

  • Collaborate with all other ACF departments and sectors to ensure the projects are integrated
  • Support the County implement SMART and coverage surveys
  • Collaboration with other Partners, MOH (S/CHMT), INGOs, NGOs, CBOs and the UN working in this area to ensure smooth running of projects.
  • Work in collaboration with the communities and local leaders at all stages of project implementation
  • Document human interest stories and lessons learnt

5: Finance, Logistics

  • Prepare cash forecast in liaison with the other program staff in line with the work plans
  • Ensure the expenditure is as stipulated in the budget lines and strict adherence to the budget limits
  • Propose anticipated budget realignment in discussion with program manager
  • In liaison with the Program Manager Monitor budget spending in line with spending plan; ensure diligence in grants utilization including timely spending and value for money.
  • Support the Program manager in monthly budget reviews and suggesting amendments to Finance

QUALIFICATIONS

· University degree in Nutrition/ Nursing or health related field from a recognized institution.

· Registered with KNDI or any recognized regulatory body

· Previous experience participating in developing country strategies

· Experience from both private and INGO sectors is an advantage

· Knowledge of main donor requirements including UNICEF, ECHO, EU donors, etc.

SKILLS & EXPERIENCE

· 2 years’ experience in a similar position.
