Kenya: Consultant to conduct a Baseline Assessment on governance and livelihood for Youth with Disabilities in Siaya County

A baseline assessment will be conducted within Siaya county on disability and employment with a main focus on collecting and analyzing reliable and existing information across Siaya’s sub counties; Groups of persons with disabilities (DPG) will be used in the collection of the data and enhancing their capacities to use the data for advocacy; and linking social protection schemes with employment policies and strategies. The consultant will work with the county government in Siaya County, County statistics offices, DPGs, in inclusive and disaggregated data collection.

Data collected will be key to learn about the socioeconomic situation of persons with disabilities, and the barriers they face, including the specific barriers faced by youth and women with disabilities. The results of the baseline assessment will be used to inform the implementers, the donor and the involved stakeholders about the level of needed intervention and to enable an evidence based adjustment of the action if considered justified. The assessment will also be in ensuring the baseline information will be used in the project design and in benchmarking the project’s success or failure hence a need to provide specific data.

Analysis of the findings and a conclusion will provide the following: Determine the key barriers and enablers to access, uptake of employment opportunities among youth with disabilities.

Bridging the traditional concerns of politics and economics within youth with disabilities in Siaya County and how power and resources are distributed and contested including the implications it has for development.

· Determine current levels of knowledge, attitude and practice towards improving of economic levels among youth with disabilities within Siaya County and the contribution of policies on the same.
Determine the capacity of the County policies and formal response systems (including public, private, civil society organizations and community initiatives) to provide employment opportunities as well as increase economic levels among youth with disabilities and the various platforms they have laid out in Siaya so as to ensure Persons with Disabilities are targeted

  • Time-frame The assignment is expected to commence starting September 7th 2018 and is expected to take a maximum of 21 days, which includes desk-review, preparation, and implementation, report-writing

The MEAL intern will work under the guidance and supervision of the MEAL Manager.

The key roles and responsibility of the intern will be:

· Assist Programme Managers and partners in developing monitoring and evaluation systems, plans, methodologies and tools that capture relevant quantitative and qualitative data on project and programme results and impact.

· Assist Programme Managers and partners in the implementation of MEAL plans and tools.

· Assist Programme Managers in the compilation of Annual Programme Reviews and updated results frameworks

· Contribute to building staff and partner capacity on results-oriented programming, data collection, analysis and management

· Support the tracking of status of accomplishment of deliverables, based on set project/programme targets.

· Support the validation of data in all reporting templates monthly for all programmes

· Work with partners to ensure that numbers are captured e.g. targeting criteria (during mobilisation and field activities etc)

· Ensure that M &E tools are being used capture diversified info – gender, disability etc

· Ensure that project data is fed into databases (Kobo and Excel) accurately and according to a data calendar within deadlines.

· Perform rigorous data cleaning and field-level error reconciliations (Data Quality checks), jointly with the program team to ensure that the data sitting in the program data base is of integrity

· Participate in data reviews and narrative report reviews at multiple levels (partner, community and Trocaire).

·**Qualifications, Attributes and Other requirements specific to the role**

· Graduate degree in a directly related field, e.g. development studies, project management, operational research, statistics etc.

· At least 1 years’ experience working in the development sector, MEAL/programme management role.

Skills and Experience

· Knowledge of the principles and current approaches to MEAL, using both quantitative and qualitative methods, in all stages of programme cycle management.

· A good understanding of Ms Excel, Ms word, and other data management and reporting software.

Experience of designing and use of digital data collection systems is an advantage

· Demonstrated understanding and ability to work with and strengthen capacity of local partner organisations.

Position profile

Under the direct supervision of the Country Assessment Monitoring and Evaluation Manager, he/she is responsible for supporting the data management framework of the AME Unit by providing data analysis services as well as designing and implementation of ToRs, tools and plans related to assessment, monitoring and evaluations conducted by AMEU staff.

Responsibilities and Duties – Data Analysis

§ To support the set-up of all the databases required by ACTED teams and developing the related tools (database structures, surveyor informatics forms and data entry screens, workflow for database population and update)

§ To carry out data cleaning and data quality assurance

§ To manage the databases and develop queries, specific export files and report

§ To deal with routine problems arising in the course of data handling.

§ Create operational data management and data analysis systems using SPSS, MS Excel and Access to enable effective monitoring and evaluation;

§ Create data quality control protocols including training ACTED teams to continue to improve data quality;

§ Support in establishing data collection systems for projects to assist with the collection of project indicators and for project management and monitoring purposes (in-line with the Project Monitoring and Management Framework);

§ To actively participate in the design and implementation of practicable and robust systems to collect data and interpret data, including related training;

§ To assist the field teams to initiate and follow-up on the implementation of recommendations, best practices and lessons learnt;

§ To perform and ensure rapid and thoughtful analysis of monitoring data and dissemination of reports;

§ To build the capacity of field AME staff on ACTED Kenya and Somalia’s standardized monitoring setup including training on tools, methodology, basic data analysis and reporting;

· A masters /Bachelor’s Degree in statistics, computer science or closely related to field

· Proficient understanding of AME, including the ability to work effectively with tight timelines, high quality standards, and demanding, potentially overlapping priorities.

· Experience of social research methods to conduct monitoring and evaluation for humanitarian and development initiatives/interventions.

· Excellent analytical skills in order to interpret qualitative and quantitative data and discern useful recommendations for programme implementation and development.

· Statistical analysis and IT skills, including use of SPSS and Excel for data analysis.

· At least 3 years of work experience in a similar field; former experience with humanitarian organizations is an asset.

· Good English communications skills (both oral and written).

Kenya: BRCiS Consortium M&E Coordinator – ICT (Kenyan National Position)

The Building Resilient Communities in Somalia (BRCiS) Consortium started a programme with an aim to improve the resilience of vulnerable communities and households in the Southern and Central regions of Somalia. The BRCiS Consortium is now implementing multi-year resilience programmes with funding from both DFID and DEVCO, in more than 14 districts. In 2017, The Consortium’s approach balances a flexible community-informed combination of DRR, development, social protection and emergency response in order to address the most common shocks and stresses.

Under the strategic direction of the BRCiS M&E Manager, the role of the BRCiS M&E Coordinator – ICT is to establish and implement the data-platform systems to promote evidence-based decision-making, programme and project performance, and internal management. The BRCiS M&E Coordinator – ICT will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. The main purpose of the position is to assist the BRCiS M&E Manager in ensuring effective capacity building of staff, development, maintenance, management, compilation and analysis of the information while ensuring that IM requirements are adequately addressed, including data collection, storage, analysis, dissemination tools and procedures. Job description:

  • Manage all internal referrals for assessments in the data base
  • Visit referred vulnerable households to assess their wellbeing and level of self reliance;

  • Work collaboratively within the urban program team to ensure clients’ needs are holistically met;

  • Carry out the selection of the study population for the quantitative and qualitative data collections based on the inclusion criteria
  • Conduct consent procedures, quantitative interviews and performs blood sampling according to the procedures detailed in the study protocol
  • Collect data using appropriate questionnaires and ensure that questionnaires are filed and stored according to the study protocol
  • Carry out the coding of the data on the electronic database (RedCap)
  • Ensure the validity of the data (checks)
  • Participate in the points of progress on the study at a defined frequency with the PI
  • Participate in the application process for obtaining the local export permit of the samples (DBS)

Job Description:

We are looking for a Python Backend Developer responsible for managing the interchange of data between the server and the users. 

Your primary focus will be the development of all server-side logic, ensuring high performance and responsiveness to requests from the front-end. 


You will also be responsible for integrating the front-end elements built by your co-workers into the application; therefore, a basic understanding of front-end technologies is necessary as well.


  • Writing reusable, testable, and efficient code
  • Design and implementation of low-latency, high-availability, and performant applications
  • Integration of user-facing elements developed by front-end developers with server- side logic
  • Implementation of security and data protection
  • Integration of data storage solutions may include databases, key-value stores, blob stores, etc.

Skills & Qualifications

  • Experience in Python, with knowledge of at least one Python web framework such as Django, Flask, etc
  • Familiarity with some ORM (Object Relational Mapper) libraries
  • Able to integrate multiple data sources and databases into one system
  • Understanding of the threading limitations of Python, and multi-process architecture
  • Good understanding of server-side templating languages
