Security Project Manager / Guard Force Commanders and Trainer –Kenya

U. S. Embassy – Nairobi, Kenya

We are seeking an experienced, security-related Program Managers, Guard Force Commanders, Deputy Guard Force Commanders and Trainers for locations in Nairobi and areas in Kenya.

Project Manager (PM)

The Project Manager (PM) shall have experience and qualifications on a range of security-related skills and have a verified record of proven reliability and good conduct. The PM shall have completed secondary school (12 years) and have a minimum of ten years police, similar military or security, or local guard force management experience with a minimum of 5 years of the guard work experience being at supervisory or command levels. A maximum of four years of experience can be waived in lieu of a college degree from an accredited college/university. The PM shall reside in Nairobi, Kenya and be specifically and solely dedicated to this local guard services contract in support of the U.S. Mission.

In Addition, The PM Shall Meet The Following Qualifications

    • English Language S5/R5 proficiency and working knowledge of the local language (Swahili);
    • Be a citizen of the United States, or Kenya, or permanent resident of Kenya, or be in possession of a valid Kenya work visa;
    • Able to use a computer including all common office management tools (e.g. Microsoft Office);
    • Experience with multiple levels of communication between various level of management;
    • Financial Management and Accounting knowledge;
    • Experience managing security staff or local guard force management experience;
    • Be expert in all areas of physical security and access control;
    • Must understand operational methods of all guard force units and zones for response, and maintain a professional demeanor under highly stressful circumstances;
    • Be experienced in basic communications and radio use/procedures;
    • Be able to maintain and manage communication between all parties;
    • Provide risk management planning and performing qualitative risk analysis;
    • Be able to define, sequence, and estimate activities and resources;
    • Experience with acquiring, developing, and managing project teams;
    • Possess a current in-country driver’s license;
    • Must meet with COR and LGF Coordinator at least weekly or as required; and,
    • Be experienced in basic Human Resource Management;

The PM shall be accessible and responsive to the CO or COR on all matters related to performance of this contract 24 hours per day, seven (7) days per week. Should the PM require personal or professional travel outside the country, or should he/she become otherwise incapable of fulfilling his/her duties (such as in the case of a medical illness or injury), the PM must designate the next senior member of the guard management team to assume PM responsibilities, including 24 hours per day, seven (7) days per week availability. The designation of a replacement is subject to COR approval.

Guard Force Commander (GFC)

The Guard Force Commander (GFC) shall have completed a secondary education, poly technical school, National Diploma, or Associate degree with 5 years supervisory experience with a U.S. Embassy contract or similar type of work. A minimum of 5 years of police, similar military, or local guard force supervisory experience is required. GFC shall be computer literate to a basic level, that is, able to write basic reports, Standard Operational Procedures, and email. Advanced security training and experience with risk management including problem identification and problem solving required.

The Guard Force Commander’s work hours will be identified by COR. The COR may adjust the Guard Force Commander’s daily work schedule to include assignment to evening, weekend and holiday periods without a further equitable adjustment in the terms and conditions of the contract.

Qualifications

The Trainer Shall Have The Following Qualifications And To Perform Supervisory Duties That Include

    • Be a citizen of the host country, or a third country national in possession of a valid work visa;
    • Speak the local language(s);
    • Possess English speaking/reading skill level S4/R4;
    • Able to use a computer including all common office management tools (e.g. Microsoft Office);
    • Experience with multiple levels of communication between various levels of management;
    • Experience managing security staff or local guard force management experience;
    • Be an expert in all areas of physical security and access control; and,
    • Be an expert at developing training curriculum
    • Complete the contract required supervisor course
    • If applicable, complete and maintain firearms training and certification in accordance with local labor law and the requirements of the contract.

The Trainer shall provide the COR with a monthly training schedule that includes the type and duration of all training classes scheduled for the month. The Trainer plans, coordinates, and conducts training for all guard personnel including 80 hours basic training course, specialized training, 16 hours of refresher training, and ad hoc training/drills.

Experience

The Trainer shall have a minimum of ten (10) years police, military, security, or local guard force management experience with a minimum of five (5) years of the work experience being in training. Experience with risk management including problem identification and problem solving is highly recommended. On a daily basis, the Trainer will analyze the operational security skills of the guards to ensure the guard force possesses the skills and knowledge in countermeasures are commensurate with the overall threat to U.S. personnel and the Mission. The Trainer shall be able to teach course(s) consistent with DOS standards
