Qualifications: Education/Knowledge/Technical Skills and Experience

§ Certified Public Accountant (CPA K)

Purpose of the job: You are responsible for all the finance, human resources (HR) and grant management of LPI operations in Kenya, Somali and Sudan, as well as for essential supervisory tasks within the Finance Unit staff.

Key tasks and responsibilities:

Financial Management

  • Post and review all expenditures and every transaction in the Infor SunSystem software V6.3, according to programme and projects budgets, and ensure that reports produced from the accounting system reflect the true position of LPI financial performance
  • Process payments and ensure that each payment/transaction complies with LPI internal financial procedures, programmes and project budgets. This includes checking and ensuring the stamping and filing of all vouchers and documents is done
  • Design programme/project budgets in consultation with other relevant staff and ensure budget holders are regularly updated on burn rate
  • Manage staff advances issuance, liquidation and ageing in line with the LPI’s policies and procedures
  • Ensuring that all information required for audit is availed including financial reports
  • Ensure Cash/Fund flow management in liaison with relevant staff

  • Maintain contact with LPI bankers and monitor all bank transactions to ensure that adequate balances are maintained. This includes ensuring competitive Forex rates

Grants & Partner Management

  • Monitor financial performance for all grants and produce reports according to donor reporting requirements
  • Facilitate transfer of funds to partners and ensure close monitoring of utilization of funds.
  • Support developing/drafting contracts for partners that are compliant to LPI donor regulations
  • Ensuring that partner organizations comply with signed contracts
  • Regularly review of partner organization’s reports and provide them with documented feedback

Human Resource Management

  • Advise on staff renumeration, benefits and other entitlements

  • Liaise with other relevant staff on management of staff complaints, staff disciplinary proceedings and other HR related practices
  • Advise and support on staff separation procedures in compliance with Kenyan labour laws and LPI policies
  • Ensure the staff appraisal tool is regularly updated, scheduled staff appraisals are completed, filed and outcomes actualized

Execute other tasks and responsibilities assigned by the Finance & Administration Manager

The position has supervisory responsibilities. It also requires close working relationship with the Kenya, Somalia and Sudan Programme teams.

The following qualifications are required for the post holder:

● Certified Public Accountant in Kenya and a registered member with ICPAK in good standing

● A holder of university degree in Business Administration, Commerce or any other equivalent qualification

● At least four years of experience in similar functions in an international non-governmental organization

● Advanced book-keeping skills, including the ability to analyze financial information and prepare complete financial statements.

● Experience in enforcing internal financial procedures

● Human Resource experience is required

● Proactive attitude to budget monitoring and reporting, preferably with experience in advanced reporting requirements

He or she will conduct financial analysis in areas such as forecasting, budgeting, engaging in cost reduction analysis, and reviewing operational performance. The Director of Financial Operations will oversee and work as the internal auditor for Heshima Kenya, while providing guidance to staff, and will provide leadership in financial reporting, annual budget planning, external audit preparations and assessment processes. S/he reports directly to the Country Director and is a member of Heshima Kenya Core Senior Management Team.


  1. Form close working relationship with the Country Director, other senior staff and Kenya Board of Directors

  2. Play a role of financial advisor to the Country Director and senior managers as well as the Board of Directors on sound financial management and accounting strategies to optimize Heshima Kenya financial performance and strategic position

  3. Overall control and responsibility for all financial aspects of the Heshima Kenya financial strategy at the same time is expected to be analyzing figures and implement recommendations based on the findings for the best outcomes

  4. Manage and lead a team of Finance Officers and Senior Accountant to smoothly and timely undertaking of month end and year end procedures, annual budgeting and reporting ,Maintain excellent communication and synergy between finance function and staff at all levels within the other functions and help them to plan, set targets, and to create and manage their own budgets

  5. Maintain all financial systems identifying areas that require improvements and implementing necessary changes to support smooth programs implementation

  6. Responsible for HK financial accounting function at the Kenya Country operation

  7. Participate fully to the development of HK strategies across all functions of the organization business challenging assumptions and decision-making as appropriate and business drivers

  8. To ensure robust financial systems that are compliant and support current activities and future financial growth of Heshima Kenya

  9. Provide leadership to the finance team through couching and mentorship cultivating high sense of integrity, responsibility, diligence, honesty and team work

  10. Work closely with HK Head Office Director Finance and Operations and Grants Manager to register all existing grants and new ones, and also monitoring burn rates within Kenya operation and other requirements as stipulated in the various LOAs. Must keep the CD well updated on the same.

  11. Work closely with HK Head Office Director Finance and Operations and Grants Manager to ensure quality and timely submission of all donor reports

  12. Works closely with the CD and Director of programs in ensuring timely annual program planning and budgeting processes, review and approvals by the Kenya Board of Directors**.**

  13. Presents monthly and annual accounts to the CD for review and approval, and submits the same to HK Head Office and the Kenya Board of Directors appropriately.

  14. Responsible for the HK ultimate cash management systems and policies and monitors individual program investment rates( budget burn rates) in conjunction with the Director of programs ultimately advising and supporting programs/project managers to effectively and efficiently provide timely services to HK Persons of Concern

  15. In conjunction with the CD, develop Heshima Kenya Finance Manual and aligned best practices and operationalize the same

  16. Ensures that the regulatory requirements of all statutory bodies are met

  17. Establish high level of credibility and manage strong working relationship with internal ,external customers and partners

  18. Supervise preparations of month end accounts and statutory returns

  19. Ensure the completion of bank and balance sheet reconciliation

  20. Manages the external audit process by liaising with the auditors to ensure all documents and other requirements for smooth audit processes are in place

  21. Ensures both external and project audit recommendations are implemented in a timely manner

  22. Oversee end of month and year financial reports and aligned statutory accounts

  23. Preparation of Heshima Kenya monthly and quarterly cash forecast in consultation with director of programs and program managers with subsequent approval by the CD before submission to the HQ


· Minimum of Post-graduate degree in Business Administration, Bachelor degree in accounting or finance, and CPA- K qualifications is a must have,

· Duly registered and active member of an accountancy body or holder of an equivalent qualification.

· Must have at least 5 years’ experience in financial management for large and complex projects in medium and large institutions (preferably in private institutions or INGOs) with strong experience in fund management and ability to monitor fraud and abuse of financial resources
